- SOURCES SOUGHT/NOTICE OF INTENT TO NEGOTIATE WITH ONE SOURCE. The Government intends to solicit and negotiate with National Roofing Contractors Association under the authority of the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements, unless a determination is made by the Government to issue a competitive solicitation based on the responses to this notice. The Naval Facilities Engineering Command (NAVFAC) Pacific, Architect-Engineer/Construction Contracts Division, is seeking to identify sources to provide instruction/training on roofing systems, including (1) various types (built-up, modified bitumen, single ply, fluid-applied, metal, etc.), (2) applications (steep slope, low slope), and (3) related roofing issues (energy efficiency, thermal properties and insulation, air and vapor barriers, flashings, structural roof deck, wind resistance, FM/UL rating, current DoD policy, UFC 3-110-03 criteria, UFGS specifications, reroofing, quality assurance, etc.) at various locations. This is NOT a request for proposal, quote, or an invitation for bid and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation because there is no bid package or solicitation available. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The work to be performed under this contract will be performed at Norfolk, VA; Washington, DC; Jacksonville, FL; Bremerton, WA; San Diego, CA; Honolulu, HI; Yokosuka, Japan; Guam; and Naples, Italy. The North American Industry Classification System (NAICS) is 611430 “ Professional and Management Development Training. The applicable size standard is $11 million. Interested sources having the capability to perform this work are invited to submit qualifications, on the attached form by 2 April 2018, 2:00 p.m., HST. Complete information must be submitted as the Government will not seek clarification of information provided. The Government will not contact the concern for clarification of information. The market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. NO TELEPHONE CALLS OR FACSIMILES WILL BE ACCEPTED. Responses received after the deadline or without the required information will not be considered. Since this is a Sources Sought announcement only, evaluation letters will be not be issued to any respondent.
