Section L - Atch 3 Frink Draw TO Section L - Atch 2 Crooked Creek TO Section L Atch 1 - Past Performance Data Sheet Section J Attachments Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. See attachments for details. Proposals are due April 16, 2018. Questions must be recieved no later than March 27, 2018. NOTICE: A combined snyopsis/solicitation will be issued for this requirement on or about March 22, 2018. PURPOSE: The purpose of this synopsis is to: 1) Advise industry of a requirement for Forest Service Region 2 for Wildlife Surveys 2) Obtain capability statements from interested sources 3) Collect commercial specifications for similar services provided to non-government entities to assist in developing our specifications DESCRIPTION: The project is identified as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with optional year renewals covering wildlife surveys of areas designated in Task Orders. These Task Orders will cover a variety of projects for each of the next 3-5 years, on Ranger Districts across forests and grasslands in Forest Service Rocky Mountain Region (Region 2). The purpose of this work is to collect information regarding locally important wildlife species, distribution and abundance, and identify preferred habitats, especially when data is lacking. Survey data will be used for making management decisions in protecting these species and their habitats from forest management activities that may impact this species and their habitats. Information collected will be shared with the associated state`s Natural Heritage Programs. LOCATION : All contract areas are located on National Forests and National Grasslands within the Forest Service Rocky Mountain Region (Region 2). The Rocky Mountain Region includes South Dakota, Colorado, Wyoming, Kansas, and Nebraska. Initial Task Orders will support the Black Hills National Forest in South Dakota. Specific site maps identifying project areas will accompany all Task Orders. It will include a base year and 2-3 option years. The North American Industrial Classification System (NAICS) code for this acquisition is 541620. The business size is $15M. The business size of respondee's for this acquisition will be based solely on the above NAICS code. The government anticipates the award of multiple IDIQ contracts to meet the needs of Region 2 Forests and Grasslands. REQUESTED RESPONSE: Respondents must provide the following information: 1. Capability Statement 1) Business status (including any teaming partners), i.e Woman Owned, Minority Owned, Native American (tribally owned or Alaskan native), Services Disabled Veteran Owned, Hubzone, 8(a), or Large or Small Business; 2) Point of contact with contact information to include name, title, address, phone number and email address. 3) Summary of Experience related to the above requirement. 4) Challenges with ability to respond to task orders across Region 2 opposed to an IDIQ linked of a single Forest such as the Black Hills National Forest. 5) Pre-Printed Marketing information (not to exceed 15 single-sided pages) 2. Commercial Specification/Measures 1) Sample language used in Commercial non-governmental specifications for similar work. 2) Performance measures from commercial contracts/solicitations for similar work. 3) Pricing structure for commercial contracts.
