Description
The Saint Lawrence Seaway Development Corporation (SLSDC) plans to solicit proposals for on-site construction inspection services for the construction of a tugboat at the Gulf Island Shipyards' (GIS) facility in Houma, Louisiana. The SLSDC awarded a contract to GIS to construct a tugboat designed to provide icebreaking/ice-management services on the St. Lawrence Seaway, handle aids to navigation (buoys), and push the SLSDC's two barges. The tug shall also be capable of secondary roles in fire-fighting, pollution response, and ship assist. The tug will be of all-welded steel construction, be classified by ABS as an ice class tug, and will have an ice-breaking bow form. It will be powered by twin CPP Z-drive propulsion units, each driven by a high-speed diesel engine. It will be 118 ft. long and have a breadth of 45 ft. and a hull depth of 19 ft. - 7 in. The vessel will be equipped with a heavy-duty deck crane, stern roller, and towing winch and will have accommodations for up to 14 crew members. An t i c ip a ted c o nst r u c t i on inspection/support tas k s and activities include: serv e as t h e com m un i ca t io n s hub and interfa c e with the shipyard; p erform on-site shipyard inspections, monitor shipyard's performance and enforce all requirements of the specifications, drawings, contract provisions, and applicable regulations; conduc t cons t ruction review s and as ses s m ent s and wit n e s s testing and t r ials of the vessel t hrou g hout t he bui l d pr o cess; review and ce r ti f y that the tasks included in p r ogress p ay m ent r eques t s has be en completed; review and prov i de consu lt a t i o n and recommendations on cont r a c t change order requests/ prop o sa l s; review and advi s e the SL S DC on p roduction s c hedule s ta t u s, cl a i m s, req u es t s for t i m e ext e n s ion, etc.; generate and m ain t ain various project logs; d r aft a n d distr i b u t e pro j e ct status reports, m ee t in g / t e lecon f er e nce m inu t es, a nd log updat e s; ma i n t ai n tho r ough a nd co m ple t e pro j e c t do c u m ent a t i on in all fac e ts fr o m beginn i ng of the cons t ruction phase th r o u gh pro j e c t closeou t; p articipate in on-si t e m ee t ings and interface wi t h GIS a n d regulatory agen t (s) o v er various p ro j e c t m at t ers; ma i ntain a photog r aphic h i story record of t he ves s el c o nst r u c t i on to include photographs of field conditions during construction and during post-construction phases; and develo p and m ain t ain a punc h l i s t to handover to the SLSDC. The on-site support will be performed on an intermittent basis approximately between June, 2018 and July, 2019 at GIS facility in Houma, Louisiana to monitor the quality of the work being accomplished and to act as the SLSDC's on-site representative. Personnel assigned to the project shall be experienced in all phases of the construction of the tug including but not limited to structural, mechanical, electrical, and electronics. Proposals will be evaluated on technical understanding of the project requirements; qualifications and experience of team personnel and firm on similar projects; and price. T he SLSDC will award a contract to one (1) firm to provide on-site quality assurance inspection services for this project. The solicitation will be released on or about April 4, 2018 with proposals due on May 8, 2018. Due to the numerous drawings of the new tug, the specifications and drawings will be provided in electronic format (CD) at a cost of $20.00. Prospective offerors interested in purchasing the CD may pay by check payable to the Saint Lawrence Seaway Development Corporation, 180 Andrews Street, Massena, NY 13662, or by debit or credit card at www.pay.gov and selecting the miscellaneous payment form under the Saint Lawrence Seaway. The fee is non-refundable. This is a total small business set-aside procurement. NAICS Code: 541330 (Marine Engineering and Naval Architecture), Size Standard: $38.5M. All responsible sources may submit a proposal which shall be considered by the Saint Lawrence Seaway Development Corporation. Award of a time and materials type contract is contemplated. Prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award.
