Description
List of 396 items (referred to as NSNs or NIINs) related to DLA Aviation's MH-60 Supply Chain Management Customer Direct Consumable Support. This notice is issued for informational and planning purposes only. This announcement is neither a Request for Proposal (RFP) nor does it constitute a guarantee or otherwise commit the Government, in any way, to solicit or award a contract now or in the future. SPE4AX-18-R-MH60 is the planned letter solicitation number; however, no solicitation is available at this time. DLA Aviation intends to bundle approximately 396 national stock numbers (NSNs) into a procurement for MH-60 Operational & Intermediate-Level performance based supply chain management support. This project is expected to be a single contract action with Sikorsky Aircraft Corporation (Sikorsky). This population of items meets the definition of bundling at FAR 2.101, and it is likely to be unsuitable for award to a small business due to the diversity, size, or specialized nature of the elements of the performance specified. DLA Aviation has determined that measurably substantial benefits are expected to be derived as a result of the bundling as defined at FAR 7.107. The expected benefits of this bundling action are listed in FAR 7.107-3 and summarized below: (1) Cost savings (2) Price reduction (3) Quality improvements that will save time or improve or enhance performance or efficiency (4) Reduction in acquisition cycle times (5) Better terms and conditions (6) Anticipated financial benefits equivalent to five (5) percent of the estimated contract or order value (including options) DLA Aviation invites interested parties to attend a Small Business Industry Day hosted by the Defense Logistics Agency (DLA) Aviation. The Small Business Industry Day presentation will explain the Government's rationale for this MH-60 performance based project and to highlight how small businesses can become qualified suppliers to Sikorsky. Sikorsky will provide a briefing that will cover their commitment to small business, what it is looking for in a supplier, small business NAICS codes, supplier-teaming resources, and the steps for supplier qualification. The Small Business Industry Day will be held at DLA Aviation (Defense Supply Center Richmond), in Jolly Elk Conference Room 1 (located inside the Center Restaurant) in Building 33-I Bay, located at 8000 Jefferson Davis Highway, Richmond, Virginia 23297 on 12 April 2018 from 0830 to 1200 Eastern Standard Time (EST). Small businesses that are unable to attend in person can participate via teleconference; the call-in & passcode numbers will be provided to businesses when they register to participate. Pre-registration for in-person or teleconference participation is REQUIRED no later than 1600 on Friday 06 April 2018. This is a no-fee event. Additional event details, including directions and teleconference information, will be provided once attendance is confirmed. Hard copy presentation materials will not be provided at the Small Business Industry Day, but will be posted to the FBO website by close of business on 06 April 2018. Please submit questions in advance to Ms. Mischal and Mr. Morgan by close of business on 06 April 2018. As DLA will not be holding one-on-one sessions, business-sensitive/proprietary questions will be addressed off-line by DLA. Please mark business-sensitive/proprietary questions appropriately. Industry Day questions & answers will be posted on the FBO website following event completion. All firms must be registered in System for Award Management (SAM) to be eligible for award of Government contracts.
