Please see the attached RWP and related Annexes for a complete description of the technical objectives/requirements, submission instructions, evaluation criteria, and other guidance. Posting Summary: The S/SVT addresses the following training capabilities: Close Combat Squad Training (CCST), Weapon Skill Development (WSD), Joint Fires Training (JFT), and Use of Force (UoF) through Soldier/Marine enabled training interfaces/applications and other system requirements. The S/SVT Statement of Need (SoN) outlines system training capability requirements in general terms. The attached RWP and corresponding annexes describes training capability requirements in detail as well as outlines minimum training capabilities required for the User Assessment (UA). Objective: The objective of this Request for White Paper is to solicit Industry White Paper proposals in support of the Government effort to better inform the Soldier Squad Virtual Trainer (S/SVT) system capability requirements through technology demonstrations, assessments, and prototype development. Industry responses will propose methodologies for the design, development, and Industry demonstrations of immersive virtual simulation technology capabilities for training approaches scalable from individual Soldiers and Marines to squad level dismounted units (up to 15 personnel) in close combat tasks/battle drills, Weapons Skill Development (marksmanship), application of Joint Fires, and employment of Use of Force/Non-Lethal Weapons. Problem Statement: The Army and US Marine Corps lacks an integrated individual and squad simulation training capability for close combat, multi-domain battle in diverse complex operational environments. Moreover, there are virtual training shortfalls for qualification and certification of precision targeting with precision munitions, replication and integration of unmanned aerial systems (UAS) in support of the squad and counter UAS operations, as well as the conduct and clearance of fires and airspace de-confliction. The Joint Forces identified a gap in the training of Non-Lethal (NL) and less than lethal capability employment, as fielded to the Department of Defense (DoD), for Law Enforcement (LE) Soldiers, Marines, and for deploying forces. Purpose of Request: This Request for White Papers seeks Industry integrated training solutions to address the capability gaps and current capability improvements described above and in the detailed training requirements listed below. The Government will pursue an agile development process to rapidly identify, test, and evaluate the utility of newly available virtual training technologies in an iterative process of military user assessment and solution refinement. Through this approach, the Government will be better postured to accurately codify training capability system requirements, thereby accelerating future S/SVT acquisition efforts. Response Requirements: All questions related to the RWP must be received no later than 1:00 PM Eastern Time on March 29th, 2018. Early question submissions are encouraged. Government responses will be provided via www.fbo.gov through an announcement amendment/modification. White Paper Responses are due by 1:00 PM Eastern Time on April 16th, 2018. Notwithstanding the exceptions noted below, respondents shall propose a comprehensive S/SVT solution. Partial responses/solutions will only be accepted for the following training capability areas: a. Artificial Intelligence driven avatars that significantly increase the realism of user interactions with simulated entities to deliver increased training opportunities and improved training outcomes. b. Biometric and performance feedback capabilities demonstrating a significant expansion of the minimum capabilities outlined in the S/SVT Statement of Need for both local system feedback and exportable applications. c. Intelligent tutoring capabilities utilizing and analyzing collected biometric and/or performance data in order to provide tailored recommendations for training approaches for individuals, teams, and squads to rapidly increase training proficiency. *The complete S/SVT RWP is attached to this announcement.
