- The Department of Veterans Affairs Mid Atlantic Health Care Network (NCO 6) intends to contract with Richard-Allan Scientific Com, part of Thermo Fisher Scientific, Inc. for the procurement of a Premier Service Plan for our Excelsior AS Tissue Processor used in the Histology Laboratory at the VA Medical Center in Durham, NC. Contract to be a Base effective March 26, 2018, with the possibility of four Option Years to end NLT March 25, 2023. The proposed contract is for a Richard-Allan Scientific Premier Plan, to include all replacement parts, labor and travel expenses to any unscheduled service visit, only yearly scheduled preventative maintenance visit, on-site/off-site repair, all applicable instrument shipping charges, software, and licensing, for which the government intends to contract on a sole source basis under the authority of FAR 13.106-1(b). This notice of intent to sole source is not a request for competitive quotes. However, interested parties may identify their interest and capability. Interested parties must submit all letters showing that you are certified and authorized to Service and repair the Richard-Allan Excelsior AS tissue Processor equipment using OEM parts and software. Reponses to this requirement to be received no later than 2:00 PM, March 20, 2018, Eastern Time. A determination by the Government not to compete this proposed contract, based on responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. System for Award management (SAM): Rule requires a firm to be registered in the SAM Registration Database and ORCA (www.bpn.gov) prior to award of any contract and agreements.
