- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 with a small business size standard of 1250 employees. AFRL/RIGB requires a purchase of one, SI-9150/D1 Digital Tuner Multi-Channel Wideband HF/VHF/UHF The Government intends to negotiate a sole source contract with: DRS Signal Solutions 1 Milestone Center Court Germantown MD 20876 -7106 301-944-8295; The Government has determined that no other source can provide the DRS SI-9150 Polaris Multi-Channel Wideband Digital Tuner is a high-performance RF receiver that provides a streaming, real time, wideband 85 MHz digitized data stream from each channel (D1 is the single channel unit). The SI-9150 provides a tunable frequency range from 50 MHz to 6200 MHz. This solution provides the required capabilities and interface (10-Gigabit optical or copper interface) to connect the tuner to the high-speed follow-on host computer resources that process the data in real time. The DRS SI-9150 Polaris Wideband Digital Tuner provides one of the core requirements for an on-going development effort to provide new signal acquisition capabilities. The DRS Signal Solutions products have a common command interface that is extensively used in several products of the Special Signals program. Additionally, the wideband interface that enables capture of an 85 MHz digitized sample data stream on external hardware is a state-of-the-art capability. Use of another manufacturers products would cause AFRL to experience a duplication of costs not expected to be recovered through competition. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 20 April 2018. A Sole Source Justification will be attached to the subsequent Notice of Award.
