- Pre-solicitation Notice: W912ES-18-T-0050 NAICS: 511120 Periodical Publishers Size standard: 1,000 employees Small Business Set-Aside: Yes Class Code: T099, Other Photographic, Mapping, Printing, and Publication Services Subject: Design, Write, Print and Distribute Newsletters Place of Performance: your Facility with the Area of Coverage - the entire Mississippi River System Description: The U.S. Army Corps of Engineers (USACE), St. Paul District has a service requirement to cover the production and distribution of a newsletter regarding happenings on the entire Mississippi River System including the Upper and Lower River portions. These services shall consists of all aspects in the production (research, writing, editing, design, art work, layout), printing, and distribution/mailing of 2 to 3 editions of a printed in color newsletter. This synopsis is not a request for quotes or proposals. This is a notice that a solicitation for a small business competitive acquisition for the award of one firm-fixed price contract is intended to be issued via FedBizOpps (www.fbo.gov) in the near future. The specifications will be detailed in the solicitation. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Quotes will be due approximately 15-21 days from the date the solicitation is issued, however, this time frame is an estimate and subject to change. The definitive quote due date and time will be stated in the solicitation and any associated amendments that may be issued. No CD's or hard copies will be available. Offerors are responsible for checking fbo.gov for any update(s) to the Notice. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted at the referenced website. In order for contractors to conduct business with the Department of Defense (U.S. Army Corps of Engineers), the contractor must provide registration information to the System for Award Management (SAM). All Offerors must be registered in SAM, have an active account, and have completed the Representations & Certification sections (FAR and DFARS) prior to receiving an award. Initial registration could take up to 4 weeks. Registration instructions may be obtained, and online registration may be accomplished, at www.sam.gov.
