- Sources Sought The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), 8(a), Hub-Zone and other Small Businesses interested and capable of providing items requested, as well as any large businesses The Department of Veterans Affairs, is looking for sources for a Portable Virtual Small Arms Trainer used to provide training VA Police officers: QTY Item 1 Laptop with 1080 projection capability with ruggedized travel cases 1 Virtual Small Arms Trainer Software with individual Marksmanship (Lanes), Judgmental (Video), and Collective (Tactical) Applications. 2 Baretta M9 weapon simulator with magazine Salient Characteristics: The system must meet the minimum of the following requirements: VA Police are seeking a portable firearms simulator with a Laptop Based System, ruggedized transport containers with 1080 video projection. The entire system must be portable, and utilize a ruggedized hand carry case which allows one person to transport, set up and operate it. System must allow 1 to 5 personnel to train in individual marksmanship or Judgmental Video application. System will include a projection system, laptop, and audio subsystems. Up to 5 users must be able to train simultaneously, and 1 to 5 lanes must be utilized for individualized and customized exercises. This system must be easy for a single instructor to transport and employ the simulator anywhere a large 8 x 15 white wall can be found, thereby eliminating the otherwise tedious process of locating training venues. The software package must include individual marksmanship lanes, judgmental video applications, generic lanes course of fire, video scenarios with capability for user to author lane course of fire and judgmental scenarios. The software must provide for storage of course data, real time instructor monitoring of course and weapon feedback data, display of course results, replay of shots, and ability to store trainee results in the student database. The system must allow the instructor to create, edit, score, load and run custom made videos locally filmed in familiar locations. The system must employ/facilitate over 250+ simulation videos and must be included with the software package with over 1250 branching options, meaning that these scenarios can be modified for different use of force situations. The instructor must be able to control and monitor marksmanship training via weapon sensor data and shot results to highlight trainee s accuracy on the laptop. Errors must be immediately displayed, with links to corrective video clips and customer-integrated training manuals to demonstrate proper firing techniques. The instructor must be able to initiate weapons malfunctions to force trainees to perform immediate action drills while engaged in the scenario or range. The system must have the ability to incorporate less-than-lethal options such as Tasers or chemical spray, which are items the VA Police currently carry or anticipate in the future. Firearms simulator must offer multiple simulated environments and the ability to train in both daylight and low-sight situations, even allowing for flashlight to be used. The system must include at minimum; two (2) wireless Beretta M9/92 weapon simulators, with weapon magazine adapter, and compressed air bottle assembly to be used with fill station which includes tank and yoke valve assembly. The Beretta M9/92 pistol platform / simulated firearm must use wireless technology, allowing the officer to move freely during scenario based training exercises without being tethered to an air hose. 3D marksmanship graphics must be included provide weapons training in a simulated range environment. The instructor must be able to custom design firearms course of fire drills to train officers in advance of a live-fire range with virtual paper targets. Entire system must include a minimum 1-year warranty and include initial set-up training from vendor. The intended contract is a firm-fixed price one-year contract. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application in the System for Award Management (SAM). 4) Any Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. 5) Only authorized representatives/providers of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted. Please provide a proof of authorized dealer or reseller letter from manufacturer. 6) All positive respondents, are verifying that their small arms training system can meet all requirements listing under the salient characteristics.
