Description
The U.S. EPA's National Health and Environmental Effects Research Laboratory is currently utilizing Dell PowerEdge R730 servers as a core standard for VMWare-based (virtual machine) server clusters. This hardware specification and common ESXi hosting approach dominate the data center IT assets in RTP, NC where the NHEERL Computational Cluster is to be housed. With operations overseen by OSIM, the ability to interchange Dell servers within the farm is critical to ORD ¿s overall virtual machine management requirements (e.g. allows for center-wide seamless integration). To introduce another manufacturer base server model into the farm would be time consuming and cost prohibitive. OEI and ORD both also require Dell Open Manage software to remotely manage these systems. Dell Open Manage can only be used on Dell systems. The Government ¿s requirement for this specific hardware and virtualization software can only be fulfilled by authorized resellers of Dell hardware. The specified configuration is essential and no other manufacturer ¿s product can meet or be modified to meet this requirement. Thus, the Dell server is the only server that can match the compatibility requirements needed. The circumstance permitting Other than Full and Open Competition is FAR 6.302-1 Sole Source, Only one responsible source and no other supplies or service will satisfy agency requirements. All interested parties who believe they can provide the required product or a similar product that meets the above described requirements should fully explain their product capabilities and qualifications in writing within 5 days from the date of this announcement. The intent of this synopsis is to state the Government's intention to sole source this acquisition to Dell resellers only. Therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored. Offerors must submit all technical questions / responses concerning this synopsis electronically through FedConnect. Notices of any modifications to this FBO procurement announcement, including Requests for Proposals and amendments, will be posted using the FedConnect web portal. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/. Questions regarding the content of the subject announcement must be submitted through the FedConnect portal. You must register with FedConnect as an interested party to submit questions and to view responses. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the EPA's commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. There is no charge to use FedConnect. Vendors can register with FedConnect at www.fedconnect.net/FedConnect/. In addition, all vendors must be registered in the System for Award Management (SAM), as this facilitates registration for FedConnect. Please note that vendors MUST have their SAM profile set to 'public,' otherwise FedConnect will not be able to access the SAM information required to validate vendor credentials. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM.
