- 1.0 INTRODUCTION 1.1 Headquarters Air Combat Command (ACC) in support of the Air Force Technical Applications Center (AFTAC), Nuclear Treaty Monitoring (TT) Directorate, Patrick Air Force Base, Florida, is hosting a program overview for the United States National Data Center Operations Support and Studies II (US NDC OSS II) Services contract scheduled for 6 April 2018. The primary purpose of this program overview is to expand upon the technical requirements of the US NDC OSS II effort. This event is open to large and small businesses. Classification of this event will be at the SECRET level. 1.2 This is NOT a Request for Proposal. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The government will not assume any liability for any contractor expenses for responding to this notice or participating in Industry Day. 1.3 AFTAC is the sole Department of Defense agency operating and maintaining a global network of nuclear event detection sensors entitled the U.S. Atomic Energy Detection System (USAEDS). Once the USAEDS detects an event underground, underwater, in the atmosphere, or in space, AFTAC analysts review the event for nuclear identification and report their findings to national decision-makers through Headquarters Air Force. 2.0 REQUIREMENTS 2.1 The US NDC is an advanced geophysical data acquisition and processing system, which provides the capability to receive, process, archive and report events of interest to meet nuclear treaty monitoring requirements. It acquires waveform data from a global network of seismic, hydroacoustic and infrasonic stations. Data is stored, distributed to researchers both internal and external to AFTAC, and reliably forwarded to a classified processing system. The US NDC receives data from the AFTAC United States Atomic Energy Detection System (USAEDS) network, the International Data Center (IDC) originating from International Monitoring System (IMS) sensors, from the United States Geological Survey, and from other countries. Data is automatically processed and users interactively display, review, refine, correct, and report currently available results. 2.2 The US NDC consists of the following components: (a) A 24x7 operations center located in the AFTAC Operations Center (AOC), Patrick AFB, FL (PAFB); (b) A 24x7 alternate (ALT) hot-backup system currently located at Lackland AFB, TX (LAFB), but in process of being moved to Millington, TN; (c) A Training System located at the 312th Training Squadron Goodfellow AFB, TX (GAFB); (d) A Remote Operations Center (ROC) located at PAFB (used to support unplanned and/or short term AOC outages, fire drills, etc.); (e) The US NDC Sustainment System (SUS, aka the test-bed) and (f) the US NDC Development System (DEVL), both located at AFTAC/PAFB. Additionally several special purpose and special access standalone subsystems are located at PAFB, FL. 2.3 The scope of work for the US NDC OSS II effort will be to provide maintenance, sustainment, configuration management, database and system administration, development, testing and integration of geophysical data processing software, hardware, and geophysical data from both traditional and non-traditional sources into the US NDC system that includes the operational subsystem, alternate subsystem, training subsystem, sustainment/development subsystem, and special purpose/special access subsystems. 2.4 The scope of work for the US NDC OSS II effort will also be to conduct studies focused on improving and developing the US NDC tools and methodologies for data collection, data analysis, event detection, event association, event location, event magnitude/yield estimation, event classification, seismic signatures repository, and advanced geophysical data processing needed to meet treaty-monitoring and national needs. 2.3 Any information provided or discussed by attendees must not be company proprietary or business sensitive information. Any information or ideas shared during this program brief may be used to develop the US NDC OSS II technical and acquisition documents. 3.0 RESERVATIONS 3.1 E-mail reservations will be taken for a maximum of three (3) individuals per company on a first-come, first-served basis. Your reservation must specify the name (s), number of individuals in your party, and whether or not you have access to a military installation, i.e. valid military I.D. NO REQUESTS WILL BE CONSIDERED AFTER this response due date. 3.2 An opportunity for separate one-on-one discussions will be available between 1:00 p.m. and 4:30 p.m. on 6 April 2018 following the US NDC OSS II Mission Brief. One-on-one sessions will be scheduled for 30-minute intervals each. Reservations/requests must be sent to the following: Program Manager Mr. Keith DeVault at william.devault.2@us.af.mil, and Contracting Officer Mr. Jody Desormeaux at jody.desormeaux@us.af.mil no later than 4:00pm, (Eastern Time) on 26 March 2018. Requesters will be informed of their time slot the morning of Industry Day, upon registration. 3.2.1 No audio/visual presentation capabilities will be made available for the one-on-one sessions. Oral presentations are being requested for one-on-ones. One-on-one session's format shall consist of no more than 15-minutes for introductions and oral presentations, 10-minutes for Government provided questions, and a 5-minute transition period. Presenters may provide hardcopies of all presentation materials at their own expense. This material must be provided during the one-on-one session as the Government will not accept material prior to the sessions. Interested parties electing to register for a one-on-one session are encouraged to provide written questions no later than 29 March 2018. The participant's response to Government questions will be used only for market research to plan acquisition strategies, and will not be made available to the public. 3.3 All questions may be submitted to the following: Program Manager Mr. Keith DeVault at william.devault.2@us.af.mil, and Contracting Officer Mr. Jody Desormeaux at jody.desormeaux.1@us.af.mil. 4.0 SECURITY 4.1 Due to the security level of this event, electronic devices are NOT allowed in the building. Please secure your cellular phones, laptop computers, tablets, or any other electronic device in your vehicle. In addition, note taking is NOT allowed at any time during the US NDC II Mission Brief. Upon written request to the Contracting Officer Mr. Jody Desormeaux at jody.desormeaux@us.af.mil, those vendors who participate in the Industry Day can receive an unclassified version of PowerPoint presentation via email. Written requests must be received no later than 4:00 pm on 6 April 2018. 4.2 The preferred method to submit clearances is via JPAS, please utilize Security Management Code (SMO): PF2LFFHP6. Please identify Mr. Keith DeVault, US NDC Program Manager, as point of contact and the event as US NDC OSS II Industry Day when submitting clearances. If there are any clearance questions, please have security personnel contact Mr. Danny Smith at james.smith.297@us.af.mil or (321) 494-0514. A final secret clearance is required to attend this event. Clearances must be submitted no later than 4:00pm, (Eastern Time) on 27 March 2018. Failure to submit security clearances will result in being denied access to the AFTAC Facility. 5.0 BASE ACCESS 5.1 If you do not have access to a military installation, you must provide your driver's license number and issuing state at the time of registration. In addition, out of state individuals will need to provide their full Social Security Number (SSN) and date of birth in order for access to the base. Under no circumstance should you e-mail this information with your reservation except via encryption. If you do not possess the means to encrypt your e-mail, you may the Safe Access File Exchange (SAFE) site at https://safe.amrdec.army.mil/SAFE/ to provide that information. When the SAFE site asks for an email address, please use william.devault.2@us.af.mil, and jody.desormeaux@us.af.mil. All information is due no later than 4:00pm, (Eastern Time) on 27 March 2018 5.2 Disclosure of the above is voluntary. However, failure to provide the requested information will result in denial of a badge or visitor pass and denial of entry to 45 SW property. You must adhere to all directives pertaining to operating a vehicle on Patrick, AFB. 5.3 Authority: E.O. 9397; The Privacy Act of 1974, 5 U.S.C. 522a; DODD 8500.1 principal purpose (s): To provide necessary information to 45th Space Wing (45 SW) to determine if applicant meets access control requirements in accordance with HSPD12, DoD 5200.8, DTM 09-12 and FIPS201. Use of SSN is necessary to make positive identification of an applicant. Records in the Defense Biometric Identification System (DBIDS) are maintained to support DoD physical security and information assurance programs and are used for identity or other acceptable identification will be used to distinguish individuals who request entry to 45 SW property. 5.4 Base Directives (Overview): No cell phone usage while driving (unless 100% hands free) No weapons or illegal contraband Must wear seatbelt at all times Must possess valid registration and insurance for all vehicles entering installation While on Patrick AFB, you are subject to random vehicle inspections Do not park in seeded areas (grass) Adhere to all traffic signs and rights-of-way Safely move to the side and stop when emergency vehicles are responding with lights and sirens 5.5 The main gate of Patrick, Air Force Base located on Highway A1A is the only access point designated for individuals who do not have access to a military installation. Do not attempt to access the base using the South Patrick Drive gate, as access will be denied unless you possess the proper credentials for access. 6.0 VENUE INFORMATION 6.1 The briefing begins promptly at 9:00 a.m. with registration at 8:30 a.m. so please plan accordingly. The briefing, including questions and answers, will conclude not later than 11:00 a.m. The one-on-one sessions will be from 1:00p.m. to 4:30 p.m. following the main briefing. 6.2 Location: 6.2.1 Industry Day Date: 6 April 2018 Time: 9:00 a.m. - 11:00 p.m. (REGISTRATION AT 8:30 a.m.) Location: The Air Force Technical Applications Center (AFTAC) Building Conference Center 1161 Building 10989 1020 South Patrick Drive Patrick AFB, FL 32925 6.2.2 One-On-One Sessions Date: 6 April 2018 Time: 1:00 p.m. - 4:30 p.m. (Half hour increments) Location: The Air Force Technical Applications Center (AFTAC) Building Conference Room 1170 Building 10989 1020 South Patrick Drive Patrick AFB, FL 32925 6.3 Parking: Please use the parking lot located east of the AFTAC building (across the street) as visitors are prohibited from utilizing the parking garage. 6.4 Questions and Answers: Questions concerning this Industry Day will be considered up to but no later than 4:00 pm on 11 April 2018. All questions presented by interested parties as related to this Industry day, and the Government responses to those questions, will be posted on FedBizOpps by 20 April 2018, or within a reasonable time.
