Description
Surety, Survivability and Strategic Systems Assessment Support Performance Work Statement Notice Type: Pre-Solicitation Notice, Surety, Survivability and Strategic Systems Assessment Support NAICS Code: 541330 - Engineering Services Product/Service Code (PSC): R425- Engineering and Technical Services Synopsis: It is the intent of the Air Force Nuclear Weapons Center (AFWNC) at Kirtland ABF to issue a sole source contract to Valencia Solutions, LLC (Cage code: 7EFX8), 805 Morningside Dr NE, Albuquerque, NM 87110. The statutory authority for this action is contracting by Other Than Full and Open Competition, 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This will be a firm-fixed price (FFP) contract with an estimated nine (9) month base period of performance (PoP) for the Strategic Systems Capability Assessment (SSCA) and Nuclear Surety Certification requirements, with a concurrent seven (7) month PoP for Option 1 for the Electromagnetic Pulse (EMP) requirement starting two months after performance start, four (4) 1-year option periods, a three (3) month option period, and a six (6) month extension of services - a total five (5) year PoP with a six (6) month extension of services. The purpose of the contract is to provide AFNWC with senior Subject Matter Expert (SME) engineering analysis/assessments of policy, guidance, capabilities and limitations associated with the Nuclear Enterprise, specifically in conducting Strategic System Capability Assessments (SSCAs), Electromagnetic Pulse (EMP) evaluations, and Nuclear Surety Certification. A draft copy of the PWS is provided with this presolicitation notice. This notice of intent is NOT a request for competitive proposals. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Interested parties may submit a three to five page Statement of Capability in MSWord via email to the POCs below, Subject Line: Response to Special Notice FA2360-18-C-4021 no later than 15 days from the first day of this posting. All information submitted shall be furnished at no cost or obligation to the government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services that would provide the services without a break in service or a negative impact to the mission of the AFNWC. Verbal responses are not acceptable and will not be considered. All responses received by the due date will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. For specific questions, please contact the POCs (identified below). Restrictions: AFNWC is authorized to exclude all foreign participation at the prime contractor level for the subject procurement. Foreign participation is prohibited at the prime contractor level. U.S. based offerors must disclose any proposed use of foreign nations (FNs) their country(ies) or origin, the type of visa or work permit possessed and the Performance Work Statement (PWS) tasks intended for accomplishment by the FN(s). Offerors are advised FNs proposed to perform may be restricted under U.S. Export Control Laws due to the nature of the technical data. Restrictions on Performance by Foreign Citizens (i.e., those holding non-U.S. Passports): This topic is "Export-controlled". The information and materials provided pursuant to or resulting from this topic are restricted under the ITAR, 22 C.F.R. Parts 120 - 130 or the EAR, 15 C.F.R. Parts 710 - 774. Foreign Citizens may perform work under an unclassified award resulting from this topic only if they are designated as a U.S. Person, as defined by 22 CFR § 120.15, or if bidder is able to obtain an export license through the Department of State or Department of Commerce. Foreign Citizens designated as U.S. Persons are not permitted to perform work under a classified award. Foreign citizens will at no time be allowed to work on Air Force installations.
