- HPAR Access Form to be completed by interested offerors The Request for Proposal (RFP) for the High Power Amplifier Replacement (HPAR), which includes a bidder's library, is available for review. If interested offerors were not previously granted access, offerors shall complete the GMD HPAR Bidders Library and RFP Access Form posted in conjuction with this announcement. This form shall be submitted with encryption to GMD-HPAR@mda.mil to request access to the RFP and the associated bidder's library. Access approval is granted based on the following terms: Only US persons with need to know. Companies under foreign ownership, control or influence (FOCI) will be excluded from contract award and access to solicitation. In order to send an encrypted e-mail to the address listed above, the sender and recipient must exchange public key certificates. To exchange public key certificates, Interested Offerors must select the Digital Signature button on the toolbar (red ribbon to digitally sign a message) and send email to GMD-HPAR@mda.mil. Once received, the Government will reply with its Digital Signature. The sender must then save the Government's Digitally Signed email address to his/her contacts. Following these steps will allow encrypted emails to be exchanged. The Government will NOT pay any direct costs incurred as a result of responding to this announcement.
