Description
Bridge Removal in South Western Utah - Bureau of Land Management. MODIFICATION THREE posts the following two questions and answers: 1. Fire box needed for torch cutting and welding? Refer to FAR Clauses H-3 and H-4. Also, What makes up said ¿fire box? ¿ A) Clauses H-3 and H-4 do not require a "fire box". Clause H-4 clearly defines what fire tools shall be furnished for vehicles, equipment, welding, and gas engines. The clause does not mention torch cutting but the contractor may use the same required equipment as a welder. 2. What reclamation will be required? Seeding? If so what is the spec on the mix? A) Site must be reclaimed to its original contours and original surface materials. If vegetation is removed in approved areas, The BLM does not require re seeding but will require scarification of the soil. MODIFICATION TWO posts the following six questions and answers: 1) Can the trees on the South end of the bridge be trimmed to allow for equipment moving and logistics? A) Yes, trees may be trimmed as needed with COR approval on site. All debris must be removed. We did anticipate trimming or tree removal to be necessary. 2) Are we required to provide a safety plan for fall protection or will one be provided by the Government which we must follow. A) The government will not provide a safety or fall protection plan.The BLM does not require a submittal for a safety plan but this does not alleviate the contractor of any safety or fall protection responsibilities. It is the contractors responsibility to follow all OSHA and applicable guidelines. It is the contractors responsibility to keep the site safe. 3) Will there be a need for a traffic control plan or is there any traffic control required? A) The BLM did not anticipate the need for traffic control. If the contractors method of bridge removal will require traffic control then the BLM will work with the contractor and the county to get an approved traffic control plan. A site visit is highly encouraged prior to bidding so that the contractor can plan accordingly. 4) What is the approximate weight of the I-beams or do you have Government supplied plans which show the size of the I-beams? A) Please refer to the bridge inspection report or the description of work for an estimated I-beam size. A site visit is highly encouraged for a proper estimation of the weight of each component of the bridge structure. 5) Is it allowable to dispose of the bridge decking (asphalt and concrete) on private land or will weight tickets be required for disposal. A) The BLM does not require "weight tickets" for disposal. Contractor may dispose or recycle bridge components appropriately and legally. 6) Is there a weight limit on the existing bridge? A) The existing bridge is not structurally sound and this is the primary reason for the removal. It is completely missing one of two piers. The BLM has not done a weight rating for the superstructure or abutments. MODIFICATION ONE: Modification one does two things. They are: 1 of 2: changes the Scope Of Work (SOW)to remove the requirement for colored concrete and 2 of 2) posts the following questions and answers from the site visit of March 16, 2018 - 1.Improvements made to south side entrance. If we bring in rock/fill material do we need to remove it after? Yes we want to remove any road base or gravel used to improve the road. 2.Keep Crane operations on south side, trucks, and other equipment can utilize north side. No improvements or additional disturbance on north side of bridge. 3.Straw wattles on south side of bridge to protect stream from potential construction pollution runoff. 4.No Stream Alteration permit has been pulled for this project. Keep stream as clean as possible. Do not work directly in stream. 5.Colored concrete is called for in the statement of work. We no longer want colored concrete. We want to match the existing caps on the wing walls, which is a standard concrete mix. 6.Bridge report talks about under cutting and voids on the abutment and wing walls. These will not be addressed with this contract. 7.It there any limit on subcontracting? Subcontracting is spoken to in Federal Acquisition Regulation (FAR) Part 44 Subcontracting Policies and Procedures. The FAR is available for download from https://www.acquisition.gov. 8.Fire box needed for torch cutting and welding? Refer to FAR Clauses H-3 and H-4. The Bureau of Land Management (BLM) State - Utah has a requirement to remove and dispose of an existing vehicular bridge. The bridge is in Washington County, Utah approximately five (5) miles Northeast of Virgin, Utah 84779. Disposal means the removing of everything that constitutes the bridge and properly recycling anything that can be recycled and properly trashing any non-recyclable materials. The full details are in the attached files. This is a procurement for construction that has a magnitude between $25K and $100K. Bonding (payment protection) is required. The clause 52.228-13 contains the details. The clauses are one of the attached files. This procurement is a 100% total set aside for small business. This procurement is being conducted under NAICS code 238910 Site Preparation Contractors / Culvert or Bridge Removal. To be a small business under NAICS code 238910 a company must have $15 million dollars or less in average annual receipts in this category. All contractors wishing to do business with the federal government must have an active entry in the SAM computer system (https://www.sam.gov) and must not be debarred from federal contracting.
