- The US Agency for International Development is pleased to publish this scope of work for questions and comments. All questions must be received in writing by the primary point of contact on the date and time specified in this notice. All questions will be answered at the Pre-Solicitation Conference to be held on Friday, April 13, 2018 at 10:00AM in Suite 300 (3rd Floor), Agora Conference Room, National Press Building, 529 14th Street NW, Washington DC 20045. A firm may pre-register if it is interested in the pre-solicitation conference, if it is registered in the System for Award Management database (www.sam.gov), and if it is in good standing with the U.S. Government. Please be sure to include the name of the one (1) person who would represent your firm. Small businesses that pre-register will then be notified of their registration status. Small businesses MUST email their capabilities statement to osdbuvendoroutreachsession@usaid.gov. It has come to our attention that large businesses are interested in participating in this opportunity and in attending the pre-solicitation conference: we absolutely encourage this. However, please note that under Federal regulations governing small business set-asides, the small business must retain the majority of the substantive work under the contract (51%) and within any teaming agreement. Due to seating limitations, participation in this pre-solicitation conference will be limited to approximately 75 representatives of U.S. small and large businesses. The Contractor shall design and implement a Monitoring, Evaluation and Learning (MEL) Activity that will contribute to 1) ensuring that USAID's development programs in Jordan achieve their intended results through an efficient and effective mechanism; and 2) building the institutional capacity of local MEL firms to assuming increasing management responsibility of MEL awards. The Contractor will provide support services for designing and conducting evaluations, monitoring performance, and applying learning and adaptive management, while ensuring sustainability through building the capacity of USAID and Implementing Partner (IP) staff as well as local stakeholders.
