- Notice Type: Pre-Solicitation Notice Solicitation No.: 140F0918R0012 Title: Water Treatment and Wastewater Treatment Project at the National Conservation Training Center in Shepherdstown, WV Classification Code: Z - Maintenance, repair, and alteration of real property Set Aside: Small Business NAICS Code: 237110 Synopsis: The National Conservation Training Center (NCTC) is an active training facility for the U.S. Fish and Wildlife Service. The NCTC site is a campus setting with multiple buildings, which include lodges, offices, training rooms, a large auditorium, a laboratory, dining facilities, gymnasium, operations support, etc. PROJECT SCOPE: This project consists of new application, and re-application, of high-performance coatings to select equipment and surfaces at the water treatment and wastewater treatment plants. The work includes all necessary preparation and testing. Additionally, the work includes select equipment replacements as well as installation of a gravel mow strip in specific locations as identified in the drawings. Additional specifications will be provided in the statement of work. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. PROPOSAL PERIOD: The request for proposal is scheduled for release on or about 20 April 2018. The proposals will be due on or about 25 May 2018. The anticipated award date is on or around 22 June 2018. PROPOSAL PROCEDURES: The acquisition will be issued as a Small Business Set-Aside, Request for Proposal (RFP) through FedBizOpps. The Lowest Price Technically Acceptable contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. The magnitude of the project is between $250,000 and $500,000. A Performance Bond and a Payment Bond will be required. This acquisition will result in a single fixed price construction contract. Award shall be made to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, considering the evaluation factors included in the solicitation. This is an electronically issued acquisition. The Government will issue the RFP via FedBizOpps. Faxed proposals will not be accepted. All responsible sources may submit a proposal that will be considered by this agency.
