- Naval Air Systems Command (NAVAIR) Multi-Mission Helicopter Program Office (PMA-299) intends to prepare a Justification and Approval (J&A) for Other Than Full and Open Competition, in accordance with FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The purpose of the J&A is to authorize and approve the potential issuance of a full rate production contract for eight (8) United Stated Navy (USN) MH-60R helicopters on a sole-source basis with Lockheed Martin Rotary and Mission Systems (LM RMS). The Navy anticipates the potential contract would be awarded in CY2019. LM RMS is the only source with the requisite skilled personnel, facilities, manufacturing tooling, test equipment, proprietary data, and requisite knowledge of the design, fabrication, and production of the H-60 aircraft required to perform these efforts. As the current H-60 manufacturer, LM RMS is the only Contractor able to provide to the USN the production line changes to components common with US Army UH-60 Black Hawk, and ensure alignment between USN and other services related to retrofit configurations. In addition, LM RMS is the only source with the requisite knowledge of the aircraft integrated weapon systems, mission systems, avionics, software and other subsystems, design, aircraft structural loads, safety factors, aerodynamic and structural appraisal of fatigue effects databases, unique operational performance, maintenance and support characteristics of the H-60 to meet the Government's future sustainment requirements. No other firm possesses the required data and expertise for production of the MH-60R helicopter. Responsible sources may submit a capability statement, in writing and e-mailed to the attention of Kady Harris at kady.harris@navy.mil, which will be considered by the agency. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the H-60 Helicopter Program and must include personnel/resources specifically qualified to provide the supplies/services described. The capability statement must include your approach to accomplish this effort for the H-60 Helicopter Program. This notice is not a request for proposals and does not imply or promise that the Government intends to award a contract vehicle as a result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice.
