Description
The National Park Service (NPS) is conducting Market Research to determine the interest and capability of vendors for a possible upcoming requirement. All costs associated with providing information in response to this Market Research shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy decision based on the results of this Market Research and a future solicitation may be issued as unrestricted without further consideration. This is not an invitation for bid (IFB) or request for proposal (RFP) and does not constitute any commitment by the Government to issue any solicitation. All interested firms must respond to future solicitation announcements separately from responses to this Market Research. Any solicitation that may be issued will be posted on FedConnect (www.FedConnect.net) and FedBizOps (https://www.fbo.gov). A complete Statement of Work will be provided in the solicitation. All questions will be answered during the solicitation phase. Project Description: The National Park Service, Yellowstone National Park, is seeking interested sources to supply, transport and deliver approximately 150,000 gallons (not to exceed 195,000 gallons) of Pass CRH chip seal oil or equivalent to Tower and the Northeast Entrance, Yellowstone National Park from July 9, 2018, through September 30, 2018. The contractor shall be capable of delivering between 12,000 and 21,600 gallons of oil per day. The contractor shall be capable of delivering the quantity of materials for each requested delivery during the period of performance. The contractor shall coordinate the exact dates and times of delivery with the National Park Service at least one week in advance. Contractor shall provide oil specifications equal to materials listed at http://www.mdt.mt.gov/business/contracting/standard_specs.shtml. All comparisons shall be provided using the same testing measures that are in the specifications on this website. At the time of delivery and with each invoice the contractor shall provide trucking manifests which shall serve as contractor certification as to the number of gallons delivered. The small business size standard is 500 employees. Interested vendors shall complete and return the attachment to Stacy_Vallie@nps.gov no later than 4:00 p.m., MT, on April 3, 2018.
