Description

Background: Title 38 of the United States Code, (U.S.C.), Section 3120, is the statutory authority for the Secretary of Veterans Affairs to provide programs of independent living services and assistance in various geographic regions of the United States. Under this authority, the Veterans Benefit Administration may enter into contracts to provide services, to include construction, to primary residences when deemed medically necessary to maximize independence in daily living. The American's with Disability Act (ADA) is not applicable to single residential homes. Veterans Affairs Minimum Property Requirements (MPRs) are applicable and can be found at http://www.benefits.va.gov/WARMS/M26 12.asp, Appendix A. The intent of this project is to improve the Veteran's living conditions and allow access to a compliant bathroom and bedroom in accordance with the Veterans Affairs MPRs. Existing conditions in the house prevent the typical 4' x 4' roll in shower so a walk-in tub will be utilized. With it, a larger water heater will be necessary. In addition, the 5' turning radius and the 3' side or 4' front clearance for the toilet in each bath will not be attainable due to structural limitations. This project will adapt the master bathroom, provide access to the hall bath, replace flooring in both baths with non-slip flooring material, provide additional means of ingress/egress and add storage in the kitchen area. Work will be done keeping one bathroom fully operational at all times for the veteran.
