The purpose of this update is to revise the answer for question #2 and extend the submission date please see amendment 0002 attached. Added: <input type="hidden" name="dnf_class_values[procurement_notice][description][1][added_on]" value="2018-03-29 17:12:20">Mar 29, 2018 5:12 pm Modified: <input type="hidden" name="dnf_class_values[procurement_notice][description][1][modified_on]" value="2018-03-30 15:26:05">Mar 30, 2018 3:26 pm Track Changes Attached amendment 0001, 0002, and submitted questions and their answers are below: SWSA Cranes Rental Questions and Answers: 1.Question: Could you clarify what, if any, below-the-hook rigging is required? Parts of the RFP suggest that all non-government rigging not required for the assembly or disassembly of cranes should be removed from those cranes. Yet other parts seem to suggest procedures and the need for at least some contractor-provided rigging below-the-hook (for example, above the D-Ring depicted on the MSU drawing). Could you please advise which interpretation is correct? Answer: Per the Request for Proposal (Page 9) "The crane shall arrive with all necessary gear to operate immediately after all pre-op requirements are met. Cranes shall be stripped of all rigging gear except that gear that is necessary for the transport, erection, and dismantling of the crane itself. Non-Government rigging equipment brought into Government property shall be specifically marked, tagged, or color-coded differently from Government rigging equipment. The rental clock will stop in the case of time associated with stripping the crane of unneeded rigging gear." The below-the-hook rigging may require contractor provided rigging as specified in the task order. Government providing rigging will be noted in the task order and the remaining gear needed to accomplish the lift will be provided by the contractor. The "non-government rigging not required shall be removed" is in only in reference to the crane assembly or disassembly. Actual conduct of the weight handling event and the equipment used to accomplish the lift shall adhere to NAVFAC P-307 and NAVORDTESTUINST 11262.1. 2.Question: Is it acceptable to use water weights (in lieu of traditional, solid weights) to perform the load tests required by the Navy? If so, can CCAFS hydrants be used to obtain the water to fill the weights or would the contractor need to truck the water in? Also, if water weights are allowed, would it be permitted to drain the water on premises (i.e. in a catch basin) or would the water need to be transported off-site once the test lift was completed? Answer: It is acceptable to use water weights to perform load testing as specified in the P-307 Weight Handling Program Management manual. CCAFS hydrants can be used to obtain the water to fill the weights; however, filling will be limited to use of an approximately 1" hose to prevent drop in system wide pressure and to utilize the installed the backflow regulator. After use, the water may be drained at the premises given that no additives have been mixed with the water. 3.Questions: Could you clarify the proper manner of submission for attachment 1? Our current understanding is that it should be submitted six (6) times, each time with the same unit pricing, but with varying quantities conforming to the information set out in the task orders. It also appears that for one of the six submissions, the quantity field is to be left blank. Does this reflect the proper procedure? Answer: Attachment 1 shall be submitted with the proposal. It shall reflect pricing for each of the 5 years of the contract and will be become a part of the IDIQ upon award. Quantities have not yet been defined, therefor unit pricing shall be listed as suggested in the lines of the spreadsheet (hour, each, crane day). Quantities will be defined at the task order level. Contractors are required to respond to the requested task orders and representative task orders identified in the RFP by submitting an Attachment 1 for each order, which shall reflect the specific lines and quantities needed, however, the unit pricing shall be the same in each Attachment 1.
