- Correction - Published to correct the due date for responses in the text of the announcement, from March 30, to April 12, 2018 and to make other minor editorial changes for clarification purposes. This is a market survey is issued in support of the Federal Aviation Administration ™s interagency agreement with Customs and Border Protection (CBP) within the Department of Homeland Security (DHS). This Market Survey is to solicit statements of interest and identify potential qualified sources to provide onsite mobile calibration services of government owned Test and Measurement Diagnostic Equipment (TE) at on-site work locations. The list of Continental US (CONUS) and Outside of the Continental US (OCONUS) locations are all listed in the attachments: Appendix C CONUS Locations.pdf Appendix D OCONUS Locations.pdf The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor ™s expense. At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. FAA anticipates that any resultant contract will be a Fixed-Price contract. The purpose of this market survey is to solicit statements of interest and capabilities from all businesses that are interested in and capable of providing the mobile calibrations services described herein. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service- disabled veteran-owned small businesses, or 8(a) certified firms. The attached documents provide details of the draft scope of work for the Test Equipment Mobile Calibration and the equipment for both standard rate and special rate calibrations: AC-18-02072 PWS_Test Equipment Mobile Calibration Appendix A Std Rate Calibrations.pdf Appendix B Special Rate Calibrations.pdf The principle North American Industry Classification System (NAICS) code for this effort is 811219 “ Other Electronic and Precision Equipment Repair and Maintenance with a size standard of $20.5M. Interested vendors should submit the following documents to the point of contact listed at the bottom of this announcement: 1. Capability Statement - This document is limited to not more than (25) pages and must identify to the specifications listed in the attached Statement of Work (SOW): a. Firm has done similar work in the past. b. Dollar value and type of services provided by your firm under previous contracts (provide dollar value, type of contract, start/completion dates, and customer/end-user information) which meet the contract performance requirements above; c. Number of years in business performing the services required of this announcement. 2. Clearly state whether or not you can provide all of the types of services required in the Draft SOW. 3. Business Duns number- Interested vendors shall supply their company Duns number. 4. Expected programmatic approach (in-house, teaming, subcontracting, etc.) “ Respondents must provide their strategy for accomplishing this work, including the percentage of work done by the eligible, small service-disabled veteran-owned and 8(a) certified business along with a copy of the vendor's SBA 8(a) Certification Letter, if applicable. All responses to this market survey must be received by 5:00 p.m. CST on April 12, 2018.
