Description
1. TITLE: Games for Training (GFT) Virtual Battlespace (VBS) requirements for VBS3 commercial software licenses and associated support. 2. NOTICE OF INTENT TO SOLE SOURCE PROCURMENT: Market Research is being conducted to verify that no other sources can meet the requirement to provide Army-wide software licenses; license server maintenance, commercial software updates, technical support, procurement of compatible hardware, test, integration, install/setup, and training for VBS3. 3. PROGRAM DESCRIPTION: The U.S. Army Program Executive Office Simulation, Training, and Instrumentation's (PEO STRI's) Games for Training (GFT) Program has a requirement to provide the Virtual Battlespace 3 training capability to multiple Active Army, National Guard, and United Stated Army Reserve sites. VBS3 is a commercial game-based first person shooter training capability that was awarded by PEO STRI in 2012. VBS3 training is being used daily at over 300 US Army locations in the Continental US and Outside Continental US by units to conduct individual and collective training. This contracting effort will include the following: •a. Delivery and maintenance of game-based training software with an Army-wide enterprise, perpetual license. •b. Procurement of Risk Management Framework (RMF) compliant hardware to support fielded locations. •c. Document and implement RMF security controls, support RMF assessments and authorizations to operate for the system. •d. On-site installation and integration of the software into RMF compliant hardware; working with the government to ensure connectivity and integration with PEO STRI core system Training Aids, Devices, Simulators, and Simulations (Live Virtual Constructive Integrating Architecture, Close Combat Tactical Trainer, and Engagement Skills Trainer). •e. Develop New Equipment Training (NET) and Train the Trainer Training (T3) products. •f. Deliver/provide NET and T3 products at fielded locations. •g. Modify the commercial baseline and provide technical support for VBS3 and its family of products to be current with technology upgrades and to maintain an RMF compliant system. Please note the Government does not own, nor be able to provide access to, the data rights and the source code for the VBS3 and its family of products. The Government is limited to issuing licenses for the use of VBS3 and its family of products in US Army computers and simulator devices. 4. ACQUISITION APPROACH: The Government intends to award a sole source modification to a current contract with Bohemia Interactive Simulations (BISim), 3050 Technology Parkway, Suite 110, Orlando, FL 32826. The contract modification will be issued on a sole source basis in accordance with FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. BISim is the original developer of the commercial gaming engine and holds all of the current developmental tools, licenses, and agreements with the game model developers (intellectual property and software licensing) necessary to deliver the current Army Program of Record GFT capability within the project schedule. BISim's current policy limits access to and use of the VBS3 product to active, Guard, and Reserve members of the US Army, Reserve Officer Training Corps members, direct civilian employees of the US Army, and contractors acting in an advisory capacity of the US Army. 5. ESTIMATED DOLLAR VALUE: Approximately $35M 6. PERIOD OF PERFORMANCE: The Government anticipates modifying the current contract and incorporating two additional option years. 7. NAICS CODE: The current contract, which the Government intends to modify, has a NAICS code of 511210. 8. RESPONSES REQUESTED: Contractors who can provide Project Manager Integrated Training Environment (PM ITE), Product Manager Warrior Training Integration (PdM WTI) with the ability to meet the aforementioned requirement shall submit a written response which clearly articulates their capability to meet each task stated. Responses shall not to exceed 10 pages; shall be submitted on company letterhead; and shall include estimated costs, price, or rough order of magnitude. All responses should include a company cage code, point of contact, telephone number, e-mail address, whether the company is large or small in reference to the NAICS Code stated as we as stating socio-economic designations that are applicable (i.e. Small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, U.S. or foreign owned, etc.). A determination not to compete this requirement, based upon response to this notice, is solely with the discretion of the Government. 9. RESPONSE DUE DATE: Friday, April 13, 2018, 4:00pm 10. DISCLAIMER: This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure the subject products. No funds are available to pay for preparation of responses to this notification. The Government will use any information received by the closing date of this notice to determine whether other sources are available and capable to satisfy this requirement.
