SET-ASIDE: This Procurement is a 100% set aside for TOTAL SMALL BUSINESS Interest. The NAICS code applicable to this requirement is 236220 Commercial and Institutional Building Construction. The business size standard for this NAICS is $36.5 million. All Offerors must be registered in SAM. WWW.SAM.GOV with NAICS Code 236220. OVERVIEW: The FAA contemplates a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract in the General Construction trade (NAICS 236220 Size Standard $36.5M). Contract performance period is contemplated at a 1-year base performance period and (4) four one-year option periods to be exercised at the sole discretion of the Government. IDIQ Task orders will be placed against the multiple award contracts to fund projects throughout the year. Task Orders issued under this multiple award IDIQ contract can range from $1,000 to $750,000 each. It is estimated that over $10 million in general construction task orders will be issued over the course of the entire contract period to include all option years. PROJECT/WORK LOCATION: Mike Monroney Aeronautical Center, 6500 S. MacArthur Blvd, Oklahoma City, Oklahoma. ZIP Code: 73169 GEOGRAPHIC LOCATION of OFFEROR: Due to Frequency, Urgency, Response Time, Meetings, and Site Visits needed for Individual Task Order response and completion the Offeror ™s Geographic Location is a Selection Factor. See Section L and M of SIR/RFO 6973GH-18-R-00008. SEED PROJECT: The Seed project is an actual project and the lowest priced Offeror awarded a Base IDIQ contract will construct the project via an initial Task Order per the project documents. See Section L & M of SIR/RFO 6973GH-18-R-00008. NOTICE: Your attention is directed to Sections L and M of SIR/RFO 6973GH-18-R-00008 for instructions for preparation and format for submission of proposals. The SIR includes an evaluation of past performance. Offerors are required to provide Past Performance Surveys to customers/clients who are familiar with the work demonstrated through previous or ongoing contracts of a similar nature. A minimum of three (3), but no more than five (5) projects will be submitted. Each Project provided must be valued at or over $100,000. Only projects underway or completed within the last three (3) years will be considered. The Past Performance Surveys will be returned directly to the Contracting Office. Surveys must be received no later than the closing date of this solicitation. Offeror ™s are responsible for ensuring their references transmit a survey directly to the Contracting Office by the required due date. Offeror ™s shall give customers/clients sufficient time (recommended seven (7) days) to respond to surveys and submit to Contracting Office prior to due date. Surveys received after the established due date may not be evaluated. Offeror ™s will complete Part 1 and 2 of the Past Performance Surveys and then provide the surveys to their customers, who will in turn complete Part 3 and 4 and return the surveys directly to the Contracting Officer by the due date specified on the surveys. The FAA will not be held responsible for those Offeror's customers who refuse to respond or provide past performance information. Note: It is the responsibility of the Offeror to follow-up to make certain the surveys have been returned to the Contracting Officer by the due date. SITE VISIT: A pre-proposal conference/site visit will be held on April 3, 2018 at 10:00AM Central. All attendees will meet at Building 230, Security Command Center Room 108 at the MMAC, Oklahoma City, OK. All prospective offeror ™s send a list of attendees via e-mail to Wayne Watson, Contracting Specialist, Wayne.Watson@faa.gov; no later than Friday, March 30, 2018 by 5:00P.M. Please put œGeneral IDIQ Site Visit in your e-mail with list of attendees. Attendees should enter the Aeronautical Center's main west entrance gate on South Regina Avenue and proceed to the Security Command Center just inside this entrance. Guards at the Security Command Center will direct attendees to Conference Room 108. QUESTIONS AND ANSWERS: Any Questions on Contract/Project/Specifications/Plans must be submitted in writing only and sent via e-mail to (Wayne.Watson@FAA.GOV). All Questions must be submitted no later April 6, 2018 by 5:00P.M.. This deadline will allow time for responses to be provided in advance prior to proposal submission deadline. Questions and Answer responses will be periodically posted directly to FAACO. Check FAACO regularly for submitted Questions and Answers. PROPOSAL SUBMISSION: Proposals will be submitted electronically via E-mail Only in accordance with Section L,Provision 3.2.2.3-20. All volumes should be submitted in electronic format.
