Description
Information related to this requirement was previously posted under sources sought notice: MK 41 VLS Industry Day with the solicitation number N00024-16-R-5372. Please refer to this solicitation notice (N00024-18-R-5310) for the most current documents and information. The Naval Sea Systems Command (NAVSEA) intends to issue a single competitive solicitation for the FY19-23 production of the MK 41 Vertical Launch System (VLS), including launchers, ancillary hardware, associated support equipment, and Aegis Modernization hardware in support of US Navy, AEGIS Ashore, and Allied Navy requirements. This solicitation will encompass separate MK 41 VLS mechanical and electronic, integration and assembly requirements. The solicitation will result in award of two separate Firm Fixed Price (FFP) contracts; one for the mechanical requirements and one for electronic, integration and assembly requirements. Offerors may submit a proposal for the mechanical requirements or the electronic requirements, or separate proposals for both. NAVSEA intends to award up to 13 MK 41 VLS shipsets for the mechanical, integration and assembly requirements; up to 13 MK 41 VLS shipsets for the electronic, integration and assembly requirements; with options to procure up to 45 MK 41 VLS Aegis Modernization hardware sets; up to 35 Allied Navy MK41 VLS shipsets for the mechanical requirements; and up to 35 Allied Navy MK 41VLS shipsets for the electronic, integration and assembly requirements. For more information about the MK41 VLS, see http://www.navy.mil/navydata/fact_display.asp?cid=2100&tid=550&ct=2 The requirements under this effort are build-to-print and include, but are not limited to, design, fabrication and/or procurement and assembly of all special tooling and test equipment required to manufacture, assemble, and test MK 41 VLS Launchers, ancillary hardware, and associated support equipment. IMPORTANT: To be considered for contract award, each company must have a SECRET facility clearance by the time of award. To be considered for contract award, all offerors must be a United States (US) company or an independent US subsidiary. However, subject to the applicable laws, regulations, and the terms of the solicitation, foreign contractors may act as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State. This pre-solicitation notice is being issued electronically via Federal Business Opportunities (FBO) at http://www.fbo.gov. Hard copies of the solicitation will not be provided or mailed. Interested parties should monitor the FBO page for release of the solicitation. Any solicitation or applicable amendments to this pre-solicitation synopsis will be issued electronically via FBO. The Government is under no obligations to maintain a bidder's mailing list.
