- List of Medical Equipment Items that require brand name only repair parts The U.S. Army Medical Materiel Activity (USAMMA) has a reoccurring requirement for brand name only medical equipment repair parts for medical equipment used by deployed forces in Theater. These repair parts will be provided to one of four (4) CONUS medical equipment repair depots in Tobyhanna, Pennsylvania, Tracy, California, Hill Air Force Base, Utah for repair, refurbishment or replacement when the repair exceeds the deployed unit's maintenance capability. Brand name only repair parts are necessary to return medical equipment to working order and to maintain the device's FDA certification. Additionally, Army Regulation (AR) 40-61, Medical Logistics Policies, prohibits modifications or alterations of Army medical equipment without the manufacturer's consent. Section 6-17 provides that even "minor alterations without the manufacturer's consent may negate any further manufacturer product liability." The notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) on behalf of its customer activity, the U.S. Army Medical Materiel Activity (USAMMA) to procure medical equipment repair part on a brand name only basis as prescribed in FAR 6.302-1(c)(1) in order to repair the approximately 314 equipment items (listed on the attachment 1) from various manufacturers. The brand name parts will be acquired from the manufacturer or one of its authorized distributors through competitive call order procedures after Blanket Purchase Agreements (BPAs) are established. USAMRAA intends to issue multiple BPA's to provide the brand name medical equipment repair parts. The North American Industry Classification System (NAICS) for this requirement is 339112 and the size standard is 1,000 employees. This announcement fulfills the synopsis requirements under 5.203(a). USAMRAA intends to publish a solicitation for the BPA's no sooner than 30 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. A request for supporting documentation will not be considered an affirmative response. Information received will be used to determine whether brand name or equal repair parts is in the best interest of the Government. All questions and responses concerning this notice shall be mail to Ms. Rebecca Wisner at rebecca.c.wisner.civ@mail.mil. No phone calls will be accepted. Interested parties must demonstrate their capability in writing to the email address provided above or by mail to the address listed below no later than Wednesday, 18 April 2018 at 12:00PM ET.
