Description
Revised J.2 Revised J.1 Revised RFP RFP Q & A 04/04/2018 Amend the solicitation to add the Q & A Response as well as revised RFP, Revised Attachment J.1 and Revised Attachment J.2 **************************************************************** **************************************************************** This synopsis is issued pursuant to Federal Acquisition Regulation (FAR) Subpart 5.203 which prescribes a mandatory requirement for a 15-day pre ‐ solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation restricted to 8(a) small business concerns, in accordance with FAR Subpart 19.8. The solicitation will be in support of the FHWA Office of Technical Services' (OTS) National Highway Institute (NHI) for the development and update of training materials, supplemental materials and electronic media; in addition to providing technical support for distance learning deliveries and other services to support training needs in a technology enabled environment. The National Highway Institute is the training and education arm of the Federal Highway Administration, and as such, plays a vital role in the FHWA's overall effort to provide training in new and evolving highway related technologies. The NHI website (http://www.nhi.fhwa.dot.gov/) provides a listing of current training courses, as well as information on training philosophy, instructor standards, and the NHI Style Guide. Distance Learning topics may come from the general categories of Surface Transportation including, but not limited to: Structures, Pavements and Materials, Geotechnical, Design and Traffic Operations, Construction and Maintenance, Asset Management, Financial Management, Hydraulics, Intelligent Transportation Systems, Freight and Transportation Logistics, Real Estate, Environment, Transportation Planning, Civil Rights, and/or Highway Safety. The solicitation and all related documents will be released electronically via the Government Point of Entry (GPE) otherwise known as Federal Business Opportunities (FBO) or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained. Potential offerors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. As a result of this solicitation, the FHWA intends to award multiple ID/IQ Contracts under which firm-fixed-price, labor hour, or time-and-materials Task Orders will be issued. The anticipated period of performance shall not exceed 60 months. The NAICS Code for this effort is 611430 Professional and Management Development Training with a size standard of $11 Million. This synopsis is not a request for competitive proposals. A Request for Proposals (RFP) is anticipated to be published in the near future. Once the RFP is posted, all interested, responsible sources may submit a proposal which will be considered by the FHWA.
