Bldg 46 Room 101B Ft. Meade, SD 57741 2237: 618-18-3-5854-0002 Nature and/or Description of the Action Being Processed: Firm fixed price sole source purchase order for Direct TV subscription television services for VA patients, guests, and staff. Subscription Television Services shall be comprised of a Direct TV-provided commercially available subscription television programming package (e.g., Satellite/Cable TV package), and Direct TV-provided equipment and services required to deliver and install the television programming to the existing MVAHCS MATV system/infrastructure. The Minneapolis VAHCS is looking to upgrade its current DirecTV subscription to HD, change its current television channel lineup, and extend its DirecTV subscription service agreement. The initial period of the contract shall cover the time period beginning April 1, 2018 through March 31, 2019. The terms of the contract shall be renewable with annual (12 month) options for the Years 2019 - 2023. Description of Supplies/Services Required to Meet the Agency s Needs: Service Requirements: The contractor shall adhere to the follow requirements: Contractor shall provide DirecTV service to the Minneapolis VAHCS. Contractor shall utilize current cable box hardware to provide television signal to the Minneapolis VAHCS. Contractor shall utilize existing coax cable to provide television signal to the hospital. Contractor shall provide an HD signal upgrade to the television signal. Contractor shall provide the following channels: 1. A&E 2. AMC 3. BBC America 4. CNN 5. Discovery 6. E! Entertainment Television 7. ESPN 8. ESPN2 9. ESPNews 10. Food Network 11. Fox News Channel 12. Fox Sports 1 13. FX 14. FXX 15. Hallmark Channel 16. Hallmark Movies and Mysteries 17. HGTV 18. History Channel 19. HLN 20. Investigation Discovery 21. Lifetime Television 22. MSNBC 23. National Geographic Channel 24. Pursuit Channel 25. ReelzChannel 26. SpikeTV 27. SyFY 28. TBS 29. Turner Classic Movies 30. The Learning Channel 31. TNT 32. USA Network 33. VH1 34. WEtv 35. Big Ten Network 36. Golf Channel 37. MLB Network 38. NFL Network 39. Sportsman Channel 40. Local Channels 41. Fox Sports North (Local Minnesota sports channel) Contractor shall provide DirecTV subscription for one year from time of upgrade. Contractor shall provide option years to the Minneapolis VAHCS to be picked up as necessary. Contractor shall provide a channel guide upon completion of the upgrade. Interface to MATV The vendor shall provide design, equipment, materials, and labor required to properly install/interface the Subscription Television Services to the existing MVAHCS MATV infrastructure and headend located in Building 70. The vendor shall interface to existing MVAHCS MATV head end equipment for the 35 channels designated for Subscription Television Services. The fixed frequency modulators, made by Blonde Tongue, model - MICM-D. The vendor shall provide and install the receivers required to interface the Subscription Television Service onto the MVAHCS MATV system. Details about the current Modulators and Channel assignments are included in Appendix A. Utility demark locations into Building 70 Satellite-based proposals shall be installed (i.e., mounted) on the roof top and enter MVAHCS (Building 70) via the penthouse location. Vendor shall provide all materials, and labor to properly position and install the dish equipment and cabling between the MVAHCS roof-top location and MATV Headend location (4B-118). Cable/LAN - based proposals shall enter at the MVAHCS Tele-Com utility demark location in the basement of Building 70, room BH-111 (Tele-com Switch Room). Vendor shall provide all equipment, materials, and labors to install the Cable/LAN equipment between the BH-111 and 4B-118. Signal Quality and Television Quantity Requirements Vendor will ensure signal quality and signal strength is appropriately set and tested at the headend location. MVAHCS television inventory connected to MATV is 450. Contract Length Agreement will be for one base year with four (4) option years. Dates of the subscription service shall be as follows: Base: 4/1/2018 3/31/2019 Option Year 1: 4/1/2019 3/31/2020 Option Year 2: 4/1/2020 3/31/2021 Option Year 3: 4/1/2021 3/31/2022 Option Year 4: 4/1/2022 3/31/2023 Installation DirecTV television subscription shall begin on 4/1/2018 with installation completed in a timely fashion before go-live. Contractor shall remove all waste associated with the upgrade. Contractor shall provide a detailed installation plan with timelines and expectations. Contractor shall confirm full functionality of the with Minneapolis VAHCS staff before stating work is complete. Contractor shall provide the equipment to the Minneapolis VAHCS, One Veterans Drive, Minneapolis, MN 55417. Period of Performance The period for performance for the MVAHCS Television Subscription service shall be as follows: All onsite visits will be performed during the normal MVAHCS business hours (7:00 a.m. - 5:00 p.m.) Monday through Friday, except Federal holidays, unless otherwise specified. The contractor may work outside normal business hours by arrangement with the COR if such services are provided without additional charge to the Government. Any overtime charges must be approved by the COR prior to the initiation of overtime work. The contractor shall furnish MVAHCS with Television Subscription Service between April 1, 2018 and March 31, 2019, plus each subsequent year through March 31, 2023. Place of Performance The selected vendor shall provide equipment to the Minneapolis VA Health Care System. The address is One Veterans Drive, Minneapolis, MN 55417 Statutory Authority Permitting Other than Full and Open Competition: ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; FAR13.5 Simplified Procedures for Certain Commercial Items: N/A Demonstration that the Contractor s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The TV Subscription Service must be compatible and interface with current infrastructure installed at MVAHCS. Market research has determined that Direct TV service is compatible with the current MVAHCS equipment and system, thereby precluding consideration of services manufactured by another comapny. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: There are no other sources available at this time to provide this satellite TV Subscription Service on the MVAHCS currently installed Direct TV infrastructure. No other sources avalible. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: Price fair and reasonable is based on historial pricing of the same service provided in the last 3 years. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: There are no other sources available at this time to provide this TV Subscription Service on the MVAHCS currently installed Direct TV infrastructure. If other responsible sources are found in the future, competitive offers will be solicited. Any Other Facts Supporting the Use of Other than Full and Open Competition: There are no other sources available at this time to provide this TV Subscription Service on the MVAHCS currently installed Direct TV infrastructure. If other responsible sources are found in the future, competitive offers will be solicited. If another vendor is selected than the government would incur additional costs and burden, because we would need to pay the current vendor to remove their equipment and the vendor to install their new equipment.
