Description
Title - Medium Voltage Transformer Description This document provides a set of performance characteristics for a 13.8kV/4160VAC dry type transformer. The supplier shall propose a complete system that meets the requirements established in this document and when possible the options requested. The characteristics described herein are notional requirements and are subject to change following the results of this notice. If the vendor cannot provide a solution as described below but can meet the voltage and power criteria they are encouraged to respond to this notice and indicate the deviations from the requirements. In addition, if multiple vendor products can meet the requirements, it is requested that information be provided on all options. Requirements: •1. Voltage •a. 13,800VAC Delta Primary •b. 4160VAC Wye Secondary •2. Basic Impulse Level (BIL Rating) •a. Primary - 95 kV •b. Secondary - 95 kV •c. Vendor shall provide ratings if other than described above •3. Electrical Capacity •a. 5.25MVA Rated continuous use •4. Temperature •a. 150C Temperature Rise •b. 220C Insulation System •5. Construction •a. Dry Type •b. Copper Coils •c. Bolted Panel Construction •d. Self-Cooled •e. Stand-Alone •6. Enclosure Rating •a. NEMA 1, NEMA 3R option requested •7. Voltage Adjustment Taps •a. Primary Taps: +2/-2 @ 2.5% •b. Vendor shall provide standards if other than described above •8. K-Factor •a. K Factor equal to 1 •9. Connection Type •a. NEMA Spaced hole pattern terminals •10. Size & Weight •a. Vendor shall provide ROM size and weight specifications •11. Mounting Style •a. Floor Mount, Stand Alone •12. Budget •a. ROM budgetary pricing is requested •b. Pricing is non-binding and is requested for planning purposes only This sources sought announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement or incurred for participation in the pre-solicitation conference will NOT be reimbursed. Any information provided that is marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. This announcement does not commit the Government to the award of a contract. Please reference the above solicitation number when responding to this notice. Submit response to no later than 4:00PM EST, April 20, 2018 to Shawn Waters at the following mailing address: 5001 South Broad Street, Philadelphia, PA 19112, by e-mail at shawn.m.waters@navy.mil. However, submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWCPD's strategic planning. Responses should indicate enough detail so that potential Navy interest can be assessed. Responses are requested to be provided electronically and acceptable formats include Adobe PDF, Microsoft Word and Microsoft PowerPoint files. All inquiries and comment submissions should be emailed to shawn.m.waters@navy.mil. The information provided will assist NSWCPD in developing and further defining future procurement and acquisition strategies, and it is desirable that it not contain proprietary information. However, if some of the information provided is considered proprietary to the respondent, that portion will be segregated and labeled as such and will be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider.
