Description
DESCRIPTION: This is a Sources Sought announcement. There is no RFQ available at this time. The Department of Veterans Affairs, Veterans Benefits Administration has a requirement for a hardware and software upgrade to the Physical Access Control Reader and Pegasus 2000 System (PACS) at the Milwaukee Regional Office, 5400 W. National Avenue, Milwaukee, WI 53214 and 1745 S. 38th St., Suite 200, Milwaukee, WI 53215. The Department of Veterans Affairs, Veterans Benefits Administration has a requirement for five new security card readers that link to the Physical Access Control Reader and Pegasus 2000 System (PACS) at the Milwaukee Regional Office, 5400 W. National Avenue, Milwaukee, WI 53214 and 1745 S. 38th St., Suite 200, Milwaukee, WI 53215. The Department of Veterans Affairs, Veterans Benefits Administration has a requirement for an upgrade of the Closed Circuit TV (CCTV) head end, with a new RAID server, and new cameras. The Department of Veterans Affairs Regional Office (VARO) Milwaukee is in need of additional security card pad readers. The P2000 PACS system is currently at its maximum capability to support the card readers. This request is to upgrade the existing hardware to P2000 V5 and software to the latest version which is 3.14. The upgrade will include replacement of the panel hardware at the National Avenue location and upgrade of firmware at the Mitchell St location. Once the upgrade of firmware and installation of software is complete a test of the system will be performed to make sure the system is operating correctly. The Milwaukee Regional Office will also need three training sessions for new software platform. The Milwaukee VA Regional Office intends to limit competition to Only Johnson Control, based on the following: This is a logical follow-on acquisition as our current Pegasus P2000 system was installed by JCI and uses only JCI s software programs. Johnson Controls follows manufacture s guidelines and technicians are factory trained on the installation and programing of the Pegasus P2000 System. Johnson Controls system software is proprietary to this system and its hardware. Johnson Controls does not sell P2000 hardware and software to other security integrator and firms. Johnson Controls currently maintains the P2000 system at the Milwaukee VA Regional Office and Milwaukee VA Medical Center. Johnson Controls currently maintains the Milestone system at the Milwaukee VA Medical Center for the VA Police. The Milwaukee VA Regional Office system must be viewable at the VA Police Department. Place of Performance: Milwaukee VA Regional Office, 5400 W. National Avenue, Milwaukee, WI. 53214. Any interested and qualified Service Disabled Veteran Owned Small Business/Veteran Owned Small Business are requested to provide a brief capabilities statement, provide a letter from JCI that they are an authorized suppliers/installers for the P2000 system, and a letter of interest to Eural Bennett via email to eural.bennett1@va.gov. As part of your capability statement please include any current or past contracts you have been awarded or the ability to obtain sufficient proof of capability for this type of contract. The anticipated contract award date is May 1, 2018. Any information provided is strictly voluntary. The Government will not pay for information submitted in response to this Sources Sought Notice. To be considered in this research, please provide the information above not later than 12:00 PM CST on April 9, 2018.
