- GUARDIAN ANGEL (GA) Hands-Free Desalinator FA8629-18-R-5022 Source Sought Synopsis/Request for Information 1, NOTICE This Sources Sought Synopsis (SSS)/Request for Information (RFI) is issued for informational purposes and market research only; it does not constitute a solicitation. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting. 2. BACKGROUND AND SCOPE The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Battlefield Airmen (BA) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing a hands-free desalinator that will improve the capabilities of GA operators conducting maritime rescue operations in open-ocean environments. Current manual desalinators require one GA person to man the pump to produce enough water for the entire team and IP's at the exclusion of other rescue duties. A hands-free desalinator would free that person up to enable performance of other required duties to support the rescue mission overall. The purpose of this SSS/RFI is to assess the ability of suppliers to provide the desired capability. 3. CAPABILITY GAP Guardian Angel (GA) forces are tasked to extricate personnel in large bodies of open water to include oceans. The current equipment utilized to provide potable drinking water during these missions is a Commercial of the Shelf (COTs) desalination device that requires hand-pumping to obtain potable water. The drinking water produced by hand pump desalination devices are only designed to support a few people. Since the number of survivors is usually a variable, a more robust solution to creating drinking water is needed. Furthermore, the requirement for a team member to pump the desalinator takes a person out of the fight. If a more critical need presents itself (such as medical treatment) the team may be forced to choose between personal survival and mission needs. The intended replacement system characteristics are: - A small, lightweight (one-man carry) automated desalination system to free up rescue personnel for critical mission tasks, and to ensure survivability of all personnel. - The solution must not present hazards to personnel or equipment while employed on-board a combat rubber raider craft. - System must be air-deployable from an aircraft or helicopter as part of a Rigged Alternate Method Boat (RAMB). - Other features/constraints as defined in paragraph 4.b. 4. INSTRUCTION TO POTENTIAL RESPONDENTS Interested parties who desire to participate in this SSS/RFI are encouraged to submit responses that demonstrate they presently have the technology and qualifications to provide the system described above. Responses shall include the following information and address the topics below: a. Describe the capability of your product or products to meet the desired capabilities listed below. If you are proposing a development to integrate existing or new subsystems, clearly describe your approach. (T) = Threshold performance value (required to be met initially by selected object fielded). (O) = Objective performance value (desired final equipment performance parameters if technically feasible and determined to be cost effective). • Must be able to operate in an austere maritime environment while on a raft or RAMB, utilizing existing power sources (boat motor, DoD common or readily available commercial batteries, gas) or natural sources (wind, solar, currents, gravity, etc.). (T=O) • Must be operable with a hand pump as a backup if primary power source fails. (T=O) • Must have a water output sufficient to desalinate 2 (T) - 4 (O) gallons an hour in order to sustain a rescue team and survivor personnel. • Must fit in an A3 bag (22"x12"x20"). (T=O) • Must be capable of creating potable water immediately ready for consumption (no further purification necessary). (T=O) • Desalinator shall have a subdued non-reflective color (T=O) • The system must meet applicable MILSTD 810G environmental requirements for airdrop and maritime environment use. (T=O) • Must withstand submersion up to 10 feet for 60 minutes and be able to function in accordance with the other requirements in this document. (T=O) • Must be able to be maintained within a rescue squadron. (T=O) • Desalinator shall be comprised of non-corroding material. (T=O) c. Based on your most-likely design, describe how the proposed system would be maintained (assume 2-level maintenance, with the units providing basic O-level maintenance, and either the contractor or depot providing all higher-level maintenance). d. Rough cost estimate (i.e. rough order of magnitude (ROM)) based on an optimum or varied pricing quantities (this is for Government budget planning purposes, and will not be considered a bid or binding in any manner). If development and/or integration is required to meet the system requirements in 4.b above, the Government also needs an estimate of the development cost based on complexity (for planning purposes only). If preferred, respondents may make this response verbally instead of in a formal written response. e. Indicate whether the company is currently performing this type of work/whether the capability can be obtained under an existing Government contract. Provide the contract number(s) and Government points of contact accordingly. f. Describe any possible product improvements that could be made, or are planned for the future. g. Please provide specific details and rationale as to how compliance with FAR 52.219-14, Limitations on Subcontracting, would be achieved in the event the Government sets this requirement aside for small business. Include specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide the anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. If this effort is not set-aside for small business, small business utilization will be considered. Large and small businesses should provide a reasonable expectation for small business utilization as a percent of total contract value as well as supporting rationale for the recommended percentage. 5. RESPONSES, COMMUNICATIONS, AND ADDITIONAL CONSIDERATIONS: a. The Government may contact respondents to obtain additional information or clarification in order to fully understand a company's response. This may include discussions, site visits, demonstrations, etc. to further the Government's understanding of a proposed solution, as well as a company's understanding of the Government's requirements. b. Responses shall not exceed 15 pages (including cover page). Include technical and descriptive text and photographs/illustrations to provide sufficient detail. The submitted documentation becomes the property of the United States Government and will not be returned. c. Respondents shall clearly mark proprietary data with the appropriate markings. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosure. Any material that is not marked will be considered publicly-releasable. d. When submitting a response, please be aware that the Air Force workforce is supplemented by contracted support personnel. Any proprietary data submitted may be handled by contract support services personnel who have signed the same Non-Disclosure Agreements (NDAs). e. Broad industry participation for this RFI is encouraged. U.S. and non-U.S. firms are permitted to respond. f. Please note that prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DOD contract; the NAICS code for this requirement, if applicable to the company's capabilities, should be included in the company's NAICS code listing in SAM.
