Description
1.0 Description 1.1 The FEDERAL BUREAU OF INVESTIGATION (FBI) in support of the EVIDENCE RESPONSE TEAM UNIT (ERTU) is seeking information on how an interested contractor could supply standardized, pre-printed, evidence bags to be used in the collection and storage of various types of forensic evidence. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the FBI is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI or samples requested; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps). It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background The FBI ERTU is in the process of sourcing a new set of standardized, pre-printed, evidence bags to be used in the collection and storage of various types of forensic evidence and is seeking industry input on specifications of currently available "General Evidence" bags which can contain paper documents, clothing, cell phones, computers, etc. The "General Evidence" bags will not be used to contain jewelry, currency, credit cards, checks, as well as drug evidence. Nor will the "General Evidence" bags be used to contain "Hazardous I chemical, biological, radiological or explosive (CBRNE)" Evidence". The "General Evidence" bag must have an integrated tamper-evident seal and a standard 4" x 6"·pre-printed graphic box where common evidence collection information can be written using permanent type ink (e.g. Sharpie type pen). This RFI is limited to a market survey to determine what types of "General Evidence" bags may be currently available and their associated specifications. Interested venders are requested to submit one hundred (100) sample bags and associated documentation related to the performance of the bag materials, seams and adhesives. The FBI will conduct performance testing of submitted bag samples. Results of the tests will help inform the specifications that will be used to competitively acquire the "General Evidence" bags. Desired "General Evidence" Bag Requirement Characteristics Breathability- Must be breathable to allow routine amounts of moisture to evaporate to reduce the chance of mold or mildew on the evidence. One of the common uses of this bag will be to contain clothing items which will be submitted for DNA analysis. Viewing ability- Must have a clear space or window which allows easy view of the contents. Tamper-indicating seal- Must have an integrated tamper-indicating seal to show if the evidence container has been opened after sealing or an attempt has been made to reseal the container. Pre-printed with a specified FBI Evidence Label- Must survive a routine decontamination process which uses a spray detergent or bleach wipes. The printed area will be a 4" x 6" box which has the FBI Seal and spaces for handwriting of specific data entries; Case ID, Date, Address, Item #, Description, Collected by, and Specific location. The printing will be one color. FBI will provide the specific graphic design after a solicitation has been released and an award made. Puncture Resistance - Must be constructed of material which will resist puncture or tearing when irregularly shaped common items are sealed inside the bag. Sharp items will placed in a suitable "sharps" container before they are packaged in the "General Evidence" bag. Structure, durability, and shelf life- Must be constructed of durable materials with secure seams to prohibit the loss of trace evidence under routine evidence shipping and handling. The proposed bags and adhesives will be tested by a United States Government (USG) testing lab to insure that they meet the required structural integrity. Bag Sizes- Four different sizes of bags are required. The small bag must be able to contain an item no larger than 20 flat sheets of 8.5 x 11 inch paper. The medium size bag must be able to contain an item roughly the size of a man's pair of blue jeans. The large bag must be able to contain an item the size of a queen size bedspread. The extra-large bag must be able to contain a common 4U server (approx. 2' x 3' x 1'). Performance Testing Parameters Temperature Viability- Shelf Life and Storage Stability- The FBI must ensure that the new evidence bags will function in both hot and cold weather and the integrity of the bags will be unaffected by long term storage in a hot or cold environment. The FBI must also be confident that the bags will continue to function after they have been stored outside in a crime scene response trailer for a few years. Once sealed, the bags must continue to secure evidence to prevent the escape of small items. The FBI and DOD testing laboratories will use the guidelines laid out in Military Standard 810G. The Mil Spec guidance stresses the need for "tailoring" to match the testing methods to the specific intended function of the items being tested. The FBI will use the temperature ranges outlined in Section 501.5 for high temperature testing and Section 502.5 for low temperature testing. Seal Integrity- A small amount of simulated trace evidence will be introduced into the bags which are then sealed. The packages will undergo a shaking protocol to assess the potential loss of trace evidence. Bag Print Durability- The durability of the printing on the bags will be challenged by wiping the bags with a 10% bleach solution and a mild detergent solution and then checking for smearing of the ink. Breathability- The breathability of the bags will be assessed by sealing a 3" x 3" square of denim cloth to which l ml of normal saline has been added inside the bag. The cloth samples inside the bags will be assessed at 24, 48 and 72 hours to determine the extent of evaporation. Puncture Resistance- The prospective bags will undergo a puncture testing similar the ASTM D2582 standard. 3.0 Requested Information 4.0 Responses 4.1 Interested parties are requested to respond to this RFI with a white paper and also by providing a sample of the requested item/s: 4.2 White papers in Microsoft Word for Office 2000 compatible format are due no later than 5:00PM EST, Tuesday 17 April, 2018. Responses shall be limited to 10 pages for and submitted via e-mail only to the Contracting Officer Eliana C. York at ecyork@fbi.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 4.3 The white paper shall provide administrative information, and shall include the following as a minimum: 4.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.3.4. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 326111,Plastic Bag and Pouch Manufacturing. "Small business concern" means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. 5.0 Industry Discussions FBI/ERTU representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer's email address no later than 5:00PM EST, Friday 6 April, 2018. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the FBO website; accordingly, questions shall NOT contain proprietary or classified information. The FBI has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
