VETERANS AFFAIRS MEDICAL CENTER, LEBANON, PA GENERAL INFORMATION FOLLOWED BY A TENTATIVE STATEMENT OF WORK NOTICE: This is not a solicitation but rather a Request for Information (RFI) (Sources Sought) to determine capability of potential sources and is for information and planning purposes only. Veterans Health Affairs, Network Contracting Office 4, is issuing this request for information/sources sought notice in order to identify capable firms to perform inventory services for the Lebanon VA Medical Center. Responses must be submitted by 1pm EST. Time, April 9thrd, 2018. Submit responses to the information requested above via email to robert.bish@va.gov. All SDVOSB and VOSB firms that respond shall include proof of CVE certification via www.vip.vetbiz.gov. All small business firms that respond shall include proof of small business status via their Representations and Certifications in accordance with (FAR 4.1102 Policy). While SDVOSB/VOSB contractors are preferred, all capable contractors are welcome to respond to this sources sought notice for market research purposes, and shall include as part of their response a brief capability statement that covers the information in the following tentative statement of work The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., socioeconomic set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses. Tentative/Sample Statement of Work: Background: The purpose of this contract is to provide Interior Design services for the current and future Activation Projects at the VA Medical Center, Lebanon, PA. Performance will be for the period April 27, 2018 (or date of award), through September 30, 2018 with the option to extend or renew services. The scheduled work week will be Monday through Friday, 7:00 am 3:30 pm (40 hours per week). The services will include but are not limited to: Work aids in efficiency of the Interior Design Section in meeting goals and objectives impacting medical center operations including maintenance, safety, expenditures, staff morale and retention, patient satisfaction and overall delivery of healthcare. Credentials Required: Minimum of an Associates degree in interior design. General Requirements: The consultant will provide the following: Administrative support for Lebanon Veterans Affairs Medical Center, Environmental Management Service section of Interior Design Services including interior design, project activations, painting, and flooring. Must possess a working knowledge of the VA medical center organization and environment as well as elements involved in a comprehensive interior design program (furniture, window treatment, carpet, artwork, lighting, paint and flooring) and how these elements integrate into the healthcare environment from a planning and procurement process. Specific Qualifications of the Individual: Understands the phasing of projects and their installation including timelines and coordination with staff and/or other Services (i.e. IRM, Engineering) as necessary and to be able to anticipate and/or make those determinations as needed. Prepares scaled sketches/drawings and visual aids as needed, including determination of size/scale, spacing and arrangement of dimensions and notes. Able to maneuver through federal GSA and procurement requirements; obtain multiple bids; provide sole source justifications and scope of work; track progression with contracting and vendors; coordinate deliveries/installations and ensure invoices are received/reconciled and processed within required time lines. Handles late and/or damaged furniture/goods claims. Enters orders via 2237 or credit card, maintaining extensive files including all correspondence, invoices, drawings, and specifications, MSDS etc. with each order as well as files for pending quotes or in development. Incumbent assists interior designer as assigned in projecting planning, specifications and cost estimating; maintaining project files and fielding and tracking requests and utilizing existing available furniture inventories. May be assigned to provide and/or verify field measurements, provide direction and/or communication to support services, trades, installers; run errands, deliver goods, monitor installations, coordinate deliveries, and provide assistance for minor requests (i.e. file cabinets, bulletin boards etc.). Types from voice recordings or written material using word processing software and equipment; types letters, reports, memoranda, scopes of work, inventories, rosters, mailing lists and other general office material; types specialized terminology from the files of medicine, interior design and construction and utilizes special reference materials. Prepares a wide variety of recurring internal reports and documents form information obtained from available files such as time and attendance, overtime, production, performance appraisals, disciplinary actions and /or budgetary reports; reviews outgoing correspondence for proper attachments, signatures, clearances and conformance to agency procedures. Forwards all reports to the appropriate office for processing and is proficient at word processing including Word, Excel, Outlook as well as AutoCAD. Physical Demands: Work can vary from seated at a desk in front of a computer to extensive walking throughout the campus; may require some lifting (< 25 lbs.), light furniture moving/rearranging, carrying catalogs/artwork/samples etc. Driving, as needed to clinics (+/- 1 hour each way). Security Requirements: The consultant must be in compliance with local VA security requirements regarding access to the automated systems: 1. Each Contractor assigned work under this contract is required to receive and document completion of VA training on Cyber Security prior to having access to the VA computer system. Security Training will be accomplished annually or in accordance with Office of Cyber and Information Security requirements. Contractor personnel having access to VA information Systems are required to read and sign a Rules of Behavior statement with outlines rules of behavior related to VA Automated Information Systems. The COTR will provide the Contractor, through the facility ISO, the Rules of Behavior for the respective facility. 3. As VA routinely reviews and updates policies and procedures covering Contractor computer access this contract may be modified to reflect new policies and procedures during the term of this agreement. This includes any new training requirements from regulatory sources. Government Furnished Equipment: The Government will provide a computer, work space, and associated utilities. Work Environment: The work is typically performed in an adequately lighted and climate controlled office environment but can extend to construction sites and medical environments requiring normal safety precautions, as well as retail establishments and clinic sites. Terms of the Contract: Services will be provided in accordance with the Statement of Work and all terms, conditions, and provisions of the resulting contract for the base period of contract from award through. Performance will be for the period 19 March 2018 (or date of award), through 19 September 2018 with three (3), three (3) month renewable option periods to be exercised at the option of the Government. The contract is effective from date of award through 19 September 2018. This contract may be amended at the option of the VA with 14 (fourteen) days notice to the contractor. If the services are not needed through 19 September 2018, or the expiration date of each option period, the Contracting Office will give the Contractor a minimum of a 2 (two) week notice before the last date that services are needed. The total duration of this contract, including the exercise of any options, may not exceed one (1) year. The contract is subject to availability of VA funds. The Contractor shall perform no services after September 30 each year until the contracting officer authorizes such services in writing.
