Description
Naval Facilities Engineering Command (NAVFAC), Southwest, Central IPT, San Diego, California, is preparing to release a Request for Proposal (RFP) for Indefinite Delivery Indefinite Quantity (IDIQ) Natural Resources for Desert Tortoise Translocation, Monitoring and Management in Support of the Large Scale Air Ground Task Force Live Fire and Manuever Training at Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, California. This procurement is set-aside 100% for small business. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 541690, Other Scientific Technical Consulting Services and the size standard is $15.0 million. The Government ™s intent is to award a single firm fixed-price Indefinite Delivery/Indefinite Quantity contract. The resulting contract will be awarded for a base period of one year with four one year options periods. The minimum guarantee is $5,000. The minimum guarantee applies to the five-year term of the contract. The aggregate value of task orders issued under the resulting contract shall not exceed $30,000,000. The Government intent is to award without discussions. The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, travel and transportation necessary to provide services to include annual desert tortoise clearances of training impact areas, survival monitoring of translocated, control, and recipient tortoises using radiotelemetry, health assessments, tortoise and human exclusion fencing construction and repair, holding facility construction and maintenance, tortoise husbandry, and tortoise field density analysis for Desert Tortoise Translocation, Monitoring, and Management in Support of the Large-Scale Air Ground Task Force Live Fire and Maneuver Training at Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, California. The Performance Work Statement (PWS) reflects work which will be awarded as both non pre-established fixed price work, and pre-established fixed price work, which consists of Exhibit Line Items (ELINs). The PWS is organized into annexes. FAR Part 36 is not applicable to this solicitation. FAR Part 15 is applicable to this acquisition. The single IDIQ Contract will be awarded based on Best Value to the Government, price and other factors considered. Proposals will be evaluated based on the following evaluation factors: Factor 1 “ Key Personnel Qualifications and Experience, Factor 2 “ Technical Approach “ Scenario, Factor 3 “ Safety, Factor 4 “ Past Performance; and Factor 5 - Price. The solicitation will be available by electronic media only and can be downloaded free of charge via the Internet World Wide Web at http://neco.navy.mil or http://www.fbo.gov under pre-solicitation notice N62473-18-R-4603. There will be no paper copies of this solicitation issued. Amendments will be posted on the NECO and FEDBIZZOPS web sites for downloading. This will be the only method of distribution; therefore, it is the offeror(s) responsibility to check the web sites periodically for any amendment to this solicitation. Offeror(s) must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/, and be eligible to participate in this procurement. The solicitation issue date is on or about 19 April 2018. The receipt of proposals is 22 May 2018, 2:00 P.M., local time, based upon actual issuance of RFP.
