Description
FBO Ad with Delineated Area Map General Services Administration (GSA) seeks to lease the following space: State: Arizona City: Phoenix Delineated Area Boundaries: North, East, and West: Phoenix City Limits South: W. Thunderbird Road Other: Properties outside, but touching, these boundaries will be considered. Minimum Sq. Ft. (ABOA): Office Space: 15,000 ABOA SF Warehouse: 6,100 ABOA SF (Minimum Office/Warehouse combined: 21,100 ABOA) Adjacent Wareyard: 80,000 SF Maximum Sq. Ft. (ABOA): Office Space: 15,450 ABOA SF Warehouse : 6,300 ABOA SF (Maximum Office/Warehouse combined: 21,750 ABOA SF) Adjacent Wareyard : 85,000 SF Parking Spaces (Total): 90 reserved (see also Additional Requirements below) Parking Spaces (Surface): 90 Parking Spaces (Structured): n/a Parking Spaces (Reserved): 90 Full Term: 20 years Firm Term: 20 years Option Term: n/a Additional Requirements: • Type of Space: Required space will consist of Class A office or Flex space located at one facility (office space and warehouse space may not be separated). Offered space may be renovated to supply first class office and warehouse space. • Space Efficiency: The footprint, column spacing and overhead configuration of each type of space shall not impede efficient layout of the space for the Government's planned use. • Lease provisions: Electric and gas shall be separately metered and paid for by Government. Water for Stand Pipe to be separately metered from building and landscape water. Lessor to provide janitorial, maintenance and repair as per RLP requirements. • Office Space : Must be contiguous on ground floor; minimum 9' suspended ceiling. • Warehouse: Adjacent to office space and wareyard; climate controlled; minimum 16' clear height; minimum of 30' on-center column structure; 3 bays each with minimum 12 ft x 14 ft roll-up door, 2 bays each with minimum 10 ft x 10 ft roll-up door. All roll-up doors must open directly to the wareyard. • Wareyard : Must be adjacent to warehouse space; paved; fenced (barbed-wire at top), with two (2) automated rolling gates; lit as per RLP requirements. Must accommodate 70' tracker trailers with adequate turn radius. • Parking Within Wareyard: Nine (9) 12 ft x 40 ft spaces for trailers, five (5) 10 ft x 30 ft spaces for trailers, and 50 spaces, 10 ft x 20 ft for government vehicles; parking area must be lit per RLP requirements. Parking Outside Wareyard: • Eighty-nine (89) 10' X 20" parking spaces • One (1) pull-through RV parking space (14' X 40') • 12 of the 90 spaces, including RV space, marked reserved for Visitors. • Parking area must be lit per RLP requirements. Site Requirements: • Site must have underground city utilities (electricity, gas, water, sewer, and telecommunication facilities capable of supporting DS1 or fiber optic service). • Must provide public visibility and easy, immediate access to principal arterials that service the public lands and other major arterials in the area. • Unacceptable sites for this facility include 1) areas with known past or present contamination by hazardous waste materials, 2) site located in predominately industrial, residential, or school area (light industrial &flex space areas acceptable), 3) adjacent to prisons/jails, or 4) near any operations causing excessive odors or noise. • The site must be large enough and configured in such a way as to provide efficient, convenient and flexible use of the site. • Space offered shall be dedicated solely for the use of the Government tenant(s). Multiple-tenant facilities may not be considered unless a distinct separation of Government space and operations can be identified as acceptable to GSA through the full term of the lease. • Offered space shall provide separate ingress and egress from public roads, separated by a distance of no less than 300 feet between each access point. • Property must be capable of sending and receiving radio transmissions from White Tanks Mountain. The government shall determine if adequate strength is available through on-site inspection. • Must have good cell phone reception. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is not required. Offered space shall not be in the 100 year flood plain. ABOA square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code. The Government will pay no more than the appraised fair market rental value for the building. THIS IS NOT AN INVITATION FOR BIDS OR A REQUEST FOR PROPOSALS. RESPONDENTS ARE ADVISED THAT GSA ASSUMES NO RESPONSIBILITY TO SOLICIT OR AWARD A LEASE BASED UPON RESPONSES TO THIS ADVERTISEMENT. EXPRESSIONS OF INTEREST SUBMISSION REQUIREMENTS Expressions of Interest MUST be submitted in writing and, at a minimum, include the information cited herein. Expressions of Interest are welcome only from building owners and/or their authorized representatives, per #1 below. 1. Authority to Submit : Please submit written documentation from the building owner evidencing your authority to submit an offer on their behalf for this Solicitation #5CA1283. If the building ownership is a corporate entity (i.e. corporation, partnership or LLC), authorization of the signatory to bind the ownership should also be submitted. 2. Building : Name and address. 3. Authorized Contact: Name, address, telephone number, and e-mail address. 4. Legal Entity: Name and contact information of the property ownership. Written acknowledgement is required from the owner or the owner's agents where an agent represents multiple ownership entities. 5. Map showing the proposed site clearly identified as being within the delineated area described above. 6. Location of offered space within the building. 7. Date the space will be available. 8. Size : Rentable square feet (RSF) and ABOA square feet offered.
