- Draft SOW THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Small Business Administration (SBA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. This announcement is based upon the best information available and is subject to future modification. Below is a brief description of the minimum requirements: The SBA has a requirement for a license for all of the staff assigned to the Office of Economic Research, currently nine full-time staff. The current system that is being used for these services is EconLit with Full Text. Minimum requirements are as follows: The database must include full, comprehensive text access and search of all American Economic Association Journals and a wide range of U.S. and international sources, including access to all major economic journals. The database must provide advanced BOOLEAN search capabilities by journal, title, Author, abstract, keyword, economic field, and full article text. The database must include peer-reviewed journal articles covering economic subjects such as access to capital, entrepreneurship, business owner demographics, econometrics, labor economics, international trade, government regulation, cost benefit analysis, urban and rural economics, and econometrics. The database must provide access to the full text of all articles indexed and searched, unless the article is freely available from the source. The database must be updated regularly and include current editions of all major journals and working papers. Please respond to this RFI if you feel your company can provide the minimum requirements as stated in the Draft SOW and the minimum requirements listed above. Within your response, provide a capability statement describing your company's ability to be able to provide the requirements in the SOW and the minimum requirements listed above to include the product name that would be proposed for a solution.
