- SOURCES SOUGHT SYNOPSIS M3300018SSG6016 The Regional Contacting Officer, MCIWEST is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Marine Corps Base Camp Pendleton, procurement of Information Technology and Cyber Security Courses. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611420, Computer Training, with a size standard of $11,000,000.00. Quotes are NOT to be submitted at this time. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quote; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide a tailored capability statements addressing the particulars of this effort with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. [Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the services in accordance with the Performance Work Statement (PWS) are invited to submit a response to this Sources Sought Notice by 10:00 AM (PDT), 12 April 2018. Draft Performance Work Statement •1. INTRODUCTION •1.1. Background. The MCIWEST AC/S G-6 faces the same challenge that many other Department of Defense (DoD) Information Technology (IT) managers do; they struggle to effectively leverage Government resources to provide the most efficient and effective information technology (IT) services to their supported Commanders. As required by the Marine Corps Enterprise Network (MCEN) Concept of Employment (COE) version 4.3, the MCI G-6s "...coordinates and supervises all NetOps functions of the supported Bases and tenant activities..." To this end, MCIWEST G-6 must provide for workforce development and training, to include mandatory certifications in a number of functional areas. MCIWEST G-6 requires Contractor services to provide the training and certification courses as detailed in this PWS. •1.2. Scope. The PWS outlines twelve (12) specific training and certification courses required. The courses required fall within the following subject matter areas: •1.2.1.1. Cyber Security. Cyber Security is the protection of computer systems from the theft or damage to their hardware, software, or information, as well as from disruption or misdirection of the services they provide. •1.2.1.2. Network and Systems Management. Network and systems management refers to the broad subject of managing computer networks and systems. A wide variety of software and hardware products that exist to help network system administrators manage a network. •2. PERFORMANCE REQUIREMENTS •2.1. Contractor shall provide twelve (12) training and certification courses as outlined below: Course Title Quantity Course Description Exam Required? Also included are access control, identity management, and cryptography. Yes Current version 10 per class CompTia Advanced Security Practitioner Two (2) courses This course will provide the student with expert level knowledge in security and will demonstrate mastery in business security and risk management. Yes Current version 10 per class Interconnecting Cisco Networking Devices (ICND) Part I Two (2) courses Local Area Network switching technologies, Internet Protocol (IP) v6, IP routing technologies, IP services, and network security devices. Yes Current version 10 per class Interconnecting Cisco Networking Devices (ICND) Part 2 Two (2) courses This course will prepare the students to successfully install, operate, troubleshoot a small network and will include optics of Local Area Network switching technologies, Internet Protocol (IP) v6, IP routing technologies, IP services, and network security devices. Yes Current version 10 per class Windows Server Administration (MTA) Two (2) courses This course will provide students practical experience to administer, troubleshoot and secure a Windows Server 2008 environment. Yes Current version 10 per class Red Hat System Administration I One (1) course The course focuses on providing students with Linux administration fundamentals by focusing on core administration tasks. No; see Red Hat System Administration II 10 per class Red Hat System Administration II One (1) course This course focuses on the key tasks needed to become a full time Linux administrator. This course goes deeper into enterprise Linux administration including file systems and partitioning, logical volumes, Linux, firewalling, and troubleshooting. Yes RHCSA exam (RH135) 10 per class •2.2. Contractor shall provide students with all exams and certifications or exam vouchers. Contractor shall provide a minimum of one (1) re-testing opportunity, in the form of a second exam or re-issue of exam voucher, per course for students who do not pass certification on the first exam, at no additional cost to the Government. •2.3. Contractor instructional staff must have a current and valid security clearance of SECRET or higher. •3. DELIVERABLES •3.1. Student Evaluation Forms. Contractor shall create and provide Student Evaluation Forms in order for students to rate/evaluate the effectiveness of the courses. Completed Student Evaluation Forms shall be provided to the Contracting Officer's Representative (COR) electronically. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) •1. Please provide Organization name, address, email address, web site address, telephone number, and size and type of ownership for the organization, and Commercial and Government Entity (CAGE) code. •2. Can your company provide ALL of the courses and exams? Can all of the courses be provided on your companies GSA Schedule? Can you provide all of the courses Open Market? •3. Has your company previously managed a contract of this nature? If so, please provided work/experience associated with this type of PWS. •4. If your company would anticipate using subcontractor(s) in the performance of this type of contract, has your company managed a team of subcontractors before? If so, provide details. •5. What specific technical skills does your company possess which ensure the capability to perform the courses/exams in table 2.1. •6. Have you performed this type of work for any Department of Defense Agency? •7. Describe your approach to meeting Performance Work Statement/Statement of Work objectives. The contract type is anticipated to be a Firm Fixed Price Indefinite-Quantity Indefinite-Delivery type contract. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contracting Specialist, Jody Lee Crespo, in either Microsoft Word or Portable Document Format (PDF), via email jody.crespo@usmc.mil.
