- COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions. In accordance with FAR 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. This a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-96. The U.S. Army Corps of Engineers (USACE), Jacksonville District requires new materials testing laboratory equipment for the Herbert Hoover Dike Resident Office, located in Wellington, Fl. The detailed list and specifications are attached in this Combined Synopsis/Solicitation. All of the laboratory equipment must be purchased, delivered and installed by June 12, 2018. The laboratory equipment corresponds to the anticipated start of the contractor on-site production for the Cutoff Wall Extension project. In order to support the anticipated quality assurance material testing volume for the water control structure and cutoff wall projects, the timely procurement and delivery of the materials testing laboratory equipment will be required to increase test production capabilities. Early delivery is acceptable. Delivery shall be accomplished during regular work hours, 8:00 AM to 4:00 PM, Monday through Friday. Items may be shipped separately and as available to facilitate meeting delivery and installation/set-up requirements and needs. *Please note, that the installation of Item 1k compressed air dryer, Item 1p vacuum pump, and Item 8 HD Compressor will be completed by others and priority delivery of these items is needed to facilitate set-up of remaining portions of Item 1. Therefore, priority items needed to facilitate installation and set-up of Item 1 includes Item 1k, Item 1p, and Item 8. The associated NAICS code is: 541380 Testing Laboratories. Small Business size standard is: $15,000,000. This requirement is for the purchase and installation of the following Materials Testing Laboratory Equipment: CLIN 0001- Lab Testing Equipment (See attached.pdf) Delivery: Required by 12 June 2018, to include all applicable installation Location of Work: U.S. Army Corps of Engineers, 13849 Wellington Trace, Wellington, FL 33414.
