- SOLICITATION N0016418Q0084 - SOLE SOURCE - Phoenix Integration ModelCenter Suite Software Licenses - FSC 7030 - NAICS 511210 Solicitation Issue Date: 06 APRIL 2018 - Solicitation Closing Date: 30 APRIL 2018 - Time 2:00 PM EST Naval Surface Warfare Center (NSWC) Crane has a requirement for the acquisition of a Phoenix Integration ModelCenter Suite Perpetual Software Licenses. The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, Phoenix Integration, Incorporated at 1715 Pratt Drive, Suite 2000, Blacksburg, Virginia 24060 (CAGE 06DV8), under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is being sole sourced because the software provided by Phoenix Integration is unique in its ability to create analysis frameworks from a SysML model that can use a large variety of other modeling tools to conduct the analytics. This proprietary software may only be purchased from the original software developer, Phoenix Integration. There are no resellers available; therefore, full and open competition is not feasible. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. The controlled attachments will be posted to FedBizOps at the same time the solicitation is posted. FedBizOps may be accessed at http://www.fbo.gov. All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
