- EIELSON AFB, ALASKA, RMW 2018 SOLE-SOURCE REQUIREMENT SYNOPSIS AND SOURCES SOUGHT. This is a former Rocky Mountain/West Coast (RMW) Bulk Fuels Program Requirement for 24,000,000 USG Turbine Fuel, Aviation (JA1), NSN 9130-00-753-5026, Delivered FOB Origin via pipeline to Eielson AFB, AK. Period of Performance is from October 1, 2018 to September 30, 2019 with a 30 day carry-over period. Due to the nature of the specific product and location, this requirement has been separated from the normal RMW annual procurement and under the authority of FAR 6.301-1, this requirement has been identified for non-competitive contract action. Petro Star Inc. (PSI) is identified as the only source that has the ability to deliver large quantities of jet fuel consistently and reliably to the remotely located Eielson AFB at all times of the year and in all weather conditions. It is DLA Energy’s intent to enter into a contractual arrangement with PSI for this requirement. Other interested parties may submit a capabilities statement, indicating their logistics, supply chain and assets that would be able to meet the required delivery of large quantities of jet fuel on a FOB Destination basis consistently and reliably throughout the period of performance. Interested parties should submit a capabilities statement to the POCs (Ms. Michelle Sands/Mr. Jeremy Babb) via email as soon as possible, but not later than 3:00 p.m. local Fort Belvoir, VA time on March 13, 2018. This notice of intent is not a request for competitive proposals; however, all capabilities statements received by the indicated closing date will be considered by the Government. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. UPDATE 4-9-2018: A portion of the original sole-source requirement volume for Eielson AFB, AK has been removed from the sole-source requirement due to establishment that there is sufficient evidence of competitive capability in the market to support a portion of the requirement being removed and being solicited as a full and open requirement. This portion of the requirement is 4,160,000 USG of JA1 with additives and is incorporated via amendment to current Rocky Mountain West (RMW) Supplemental solicitation SPE602-18-R-0706. The allowable modes of delivery for this portion of the requirement is either FOB Origin pipe or FOB Destination tanker truck. The Period of Performance is October 1, 2018 through September 30, 2019 for this requirement under the solicitation. The remainder of requirements of that solicitation are from date of award through September 30, 2018.There is a facility limitation/restriction at Eielson for tanker truck deliveries. They are only able to accept up to 8 truckloads per week throughout the year and truckloads cannot exceed 10,000 USG per truck due to the capacity of the spill containment infrastructure on location. If any vendor is interested in this portion of the Eielson requirement, then they should review solicitation SPE602-18-R-0706 and ensure submittal and receipt of an offer prior to the offer submittal deadline which is currently April 18, 2018 at 3:00PM local Ft. Belvoir, VA time. The remainder of the JA1 with additives requirement for Eielson AFB, AK via Pipeline FOB Origin will remain a sole-source requirement to Petro Star. The requirement is reduced to 19,840,000 USG and will still utilize solicitation number SPE602-18-R-0705. The Period of Performance is October 1, 2018 through September 30, 2019.
