Description

Under Public Law 109-461 Sec. 502, 38 U.S.C. sect. 8127, and VAAR 819.7007, the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Environmental Monitoring and Technologies, Inc. to collect soil samples from site excavation projects, which requires a minimum of five (5) samples per sampling event, to include four (4) side walls and one (1) base for each excavation up to 20-feet wide by 20-feet long by 20-feet deep. All sampling, preservation, extraction, and analytical methods used shall follow requirements within DNR Chapter NR 716.13. This acquisition is conducted under the authority of Public Law 109-461 Sec. 502, 38 U.S.C sect. 8127, and VAAR 819.7007 Sole Source awards to a verified service-disabled Veteran-owned small business. The basis for sole source award is 6.302.5 Authorized or Required by Statue. Specifically, a Vets First sole source action. IAW FAR 16.202, this will be a firm fixed price contract for one (1) base year and four (4) one (1) year options to be exercised at the Government's discretion. The NAICS Code is 541380. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service to the Contracting Officer by 8:00 AM (CST) 04/10/2018. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with Environmental Monitoring and Technologies, Inc.
