- Solicitation Document 1.United States Citizenship and Immigration Services has a requirement for black polypropylene straps that have metal buckles. The Government's intent is to establish a three year indefinite delivery / indefinite quantity (IDIQ) contract with a ceiling value not to exceed $140,000.00. 2.This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 3.This solicitation issued as a request for quotation (RFQ). The solicitation number is 70SBUR-18-Q-00000234. 4.This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96. 5.This solicitation is issued as a 100% (total) small business set-aside under North American Industry Classification System (NAICS) code 314999, All Other Miscellaneous Textile Product Mills, with a small business size standard of 500 employees. 6.See attachment SF-1449 for the Contract Line Items (CLINs), items, quantities, and units of measure. 7.See attachment 52.212-4 Addenda for a description of the items the Government requires. 8.All items are to be delivered FOB Destination. See 52.212-4 Addenda for delivery information. 9.The provision at 52.212-1, Instructions to Offerors, applies to this acquisition. Addenda to this provision are attached to this solicitation. See 52.212-1 Addenda. 10.The provision at 52.212-2, Evaluation - Commercial Items, applies to this acquisition. This solicitation's evaluation criteria are found therein. See Terms and Conditions. 11.The provision at 52.212-3, Offeror Representations and Certifications - Commercials Items, is attached to this solicitation and must be completed by each offeror. If the offeror's SAM registration (to include their representations and certifications) is up to date and all reps & certs have been filled out electronically, the offeror should only fill out Paragraph B of 52.212-3. See attachment Terms and Conditions. 12.The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Addenda to this clause are attached to this solicitation. See attachment 52.212-4 Addenda. 13.The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items. The additional FAR clauses cited in the clause applicable to the acquisition are located in the attachment Terms and Conditions. 14.Additional terms and conditions are located in the attachments. 15.No DPAS rating will be assigned to this solicitation or resulting contract. 16.Proposals are due: 1500est 1 May 2018 Proposals must be emailed to the POC identified below. It is the offeror's responsibility to ensure proposals are received by the Government by the due date. If you wait until the last minute to email your offer, and the email is not received for some reason (e.g. email server or computer issues) by Government POC by the due date, that is your fault. Proposals received after the due date may or may not be considered for award. 17.Questions about this solicitation will be accepted until: 1500est 23 April 2018 All questions must be emailed.
