- Description
- The Humphreys Engineer Center Support Activity intends to award a follow on sole source contract for SERDP Project RC-2507, entitled "Resilience of boreal ecosystems assessed using high-frequency records of dissolved organic matter and nitrate in streams" to the University of Alaska Fairbanks. The United States Army Corps of Engineers (USACE) intends to award a sole source cost type contract to the University of Alaska for a follow-on effort to their limited scope SEED contract, W912HQ-15-C-0005. The purpose of this research is to further investigate and optimize analytical and statistical methods for detecting responses of biogeochemical cycles to disturbances on lands managed by the Department of Defense in Interior Alaska. No competition is being sought, as this is a follow-on contract for the continued provision of a highly specialized research and development project. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The period of performance is five years from date of award. This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. USACE intends on proceeding with awarding a cost type contract to the University of Alaska.
