Description

1 This Solicitation is Open to Veteran Owned Small Businesses Only Tiered Evaluation Procedures Used This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The solicitation number 36C26118Q0465 is issued as a request for quotation (RFQ) for a NEW PROCUREMEMENT, THERE IS NO INCUMBENT. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97, January 1, 2018. The NAICS code identified for this acquisition is 339112. The small business size standard is 1000 Employees. The full solicitation document is included as an attachment to this notice as a convenience; to include: a list of contract line items, a description of requirements for the items to be acquired, SOW, Date(s) and place(s) of delivery, and applicable clauses and provisions. Basis for Award Comparative evaluation of quotations will be made in accordance with FAR 13.106-2(b)(3), which means evaluating one quote with another in a uniform and fair manner. An award will be made based on the lowest price quotation that meets or exceeds the salient characteristics. This is a BRAND NAME OR EQUAL REQUIREMENT for Rental of a Portable MRI Scanner. Salient Characteristics are attached. Delivery FOB Destination to - Department of Veterans Affairs Medical Center, Northern California Health Care System, 150 Muir Road Martinez, CA 94553 The following provisions/clauses apply to this acquisition: 52.212-1 - Instructions to Offerors Commercial (Jan 2017) Include a statement specifying the extent of agreement with all terms and conditions, provisions included in this solicitation. Include a current copy of your SDVOSB Vetbiz.gov verification print-out. Any equivalent products must meet all the salient characteristics attached. To clearly determine if a substitute is acceptable, all responses that offer what is believed to be an equal must include a side by side comparison with the brand that is requested. The government reserves the right to select a response that provides a benefit to the government that exceeds the minimum salient characteristics. The government is not required to select a response that exceeds the minimum. Responses may exceed the requirement. 52.212-2 Evaluation Commercial Items (Oct 2014) This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127. Tiered Evaluation Limited to SDVOSB or VOSB: This solicitation is being issued as a tiered evaluation for SDVOSB concerns, or in the alternative, as a tiered evaluation for VOSB concerns. If award cannot be made, the solicitation will be cancelled and the requirement resolicited.
