Complete Solicitation This same solicitation is posted on the Willamette National Forest FBO site under Solicitation # 1204T0018Q0021. There is no difference between postings - only one response is required. ***THE FULL SOLICITATION DESCRIBING CONTRACT REQUIREMENTS WILL BE AVAILABLE FOR DOWNLOAD from Federal Business Opportunities on April 10, 2018. *** The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform plumbing fixture upgrades in three separate buildings on the Siuslaw National Forest. The building at Horsfall Campground is a combination restroom/shower building, while the buildings at Horsfall Beach and Spinreel Campgrounds are restrooms only. All three buildings are located within the Oregon Dunes National Recreation Area (ODNRA), on the Oregon Coast. This Contract includes both Base Bid Items and an Optional Bid Item. The Base Items involve removing existing wall-hung sinks with faucets, and replacing them with similar equipment and their appurtenances. The Optional Item involves replacing existing shower valves and shower heads in the Horsfall Campground shower building, however awarding this Item is contingent upon Forest Service funding availability. The campground will remain open during construction. Safety is the primary concern, but the Awardee shall also take reasonable measures to minimize downtime of site utilities and facilities. Notify the CO well in advance of when shutdowns are expected to occur. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Preferred Program (FB4P). LICENSING: Contractors shall verify with the State of Oregon any construction and/or plumbing licensing requirements prior to submission of quote. It is expected the Offeror, when submitting a quote, is in full compliance with licensing requirements. THE GOVERNMENT'S ESTIMATE is between $25,000 and $100,000. A payment bond (100 percent) will be required after award. The project is 100% set aside for Small Business concerns. The NAICS code associated with this acquisition is 238220 and the small business size standard is $15 million average receipts over the past three years. ESTIMATED START WORK: The contract time for the project is 60 calendar days, estimated to start on May 14, 2018 and completed by July 16, 2018. QUOTES DUE: April 25, 2018, 4 p.m. PST. Quote must be received by postal mail or by fax # 541-750-7236. SITE VISIT: Contractors are strongly encouraged to visit the project site prior to submitting their bid to verify the details of the scope of work, including the location of the project and proposed improvements, existing conditions, actual distances, feasibility of the work as described, etc. Coordinate site visits with Tony Kougl of the Forest Service: 360-451-1184. NOTE: The Offeror shall be registered and active in the System for Award Management (SAM) data base prior to award. All contractors and vendors must complete the electronic version of the Representations and Certifications in the SAM system.
