- Description
- NASA/GSFC is managing the Plankton, Aerosol, Cloud, ocean Ecosystem (PACE) mission Ocean Color Instrument (OCI) for NASA's Science Mission Directorate and NASA's Earth Science Program Office Space Dynamics Laboratory (SDL) is under contract with NASA to deliver an Aft Optics Box (AOB) to make measurements in the Short Wave Infrared (SWIR) Spectrum. NASA is acquiring additional SWIR electronics (SWIR Sidecar Module or SSM), thermal control system harware and associated calibration required for the entire Short Wave Infrared (SWIR) Measurement Assembly. In order to maintain compatability and interoperability with the NASA OCI system design, it is necessary that the additional electronics, thermal hardware and calibration be compatible to and integrated with the original SDL AOB design. The Government intends to modify the existing Firm-Fixed-Price contract adding the following: Deliverable 1: Development and production of NASA SSM Engineering and Flight with spare boards; Deliverable 2: Development and production of Engineering and Flight units of an Integrated Thermal control system with radiators; Deliverable 3: Development of a calibration plan, test facilities and characterization testing for the combined AOB/SSM/Thermal system assembly (SWIR Measurement Assembly). The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified point of contact, no later than 2:00 PM EST on 4/25/2018. Such capabilities will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency. An Ombudsman has been appointed.
