Kingsbridge Road Rm. 9b16 Bronx NY 10468 Synopsis: Please note that this is not a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, Brooklyn VA Medical Center, is conducting a market survey for qualified firms capable of providing the following services for Brooklyn VAMC. Damper Inspection: The contractor shall provide all labor, personnel, supervision, equipment, tools, and all materials necessary to perform inspection and testing of Fire/Smoke Dampers at Brooklyn VA Medical Center. There are approximately 209 Dampers in Building 1 (Main Hospital) and approximately 57 Dampers in Building 15 (Out Patient Clinic). The contractor must contact the COR at least one week prior to their arrival with a list of the dampers to be Inspected / tested for arrangements with the affected services. Contractor will report to the COR upon arrival at the facility and inform COR of the dampers to be tested and for the day. The contractor at minimum shall perform the following: Use its commercially reasonable efforts to locate and, once located, operate (i.e., actuate) all Dampers in the facility or otherwise identify inoperable Dampers. Remove and reset fusible links on Fire Dampers, to verify such Fire Damper fully closes and if necessary, replace any fusible link that is compromised (per National Fire Protection Association Code); As necessary, lubricate all moving parts on each Damper; Clear each Damper of any debris that would impede such Damper s normal operation; Coordinate with Engineering and safety representatives to place Customer s fire alarm system in test mode if necessary to conduct inspection of the smoke and/or combination Dampers; Manually activate actuators on electric and pneumatic smoke and/or combination Dampers to verify proper operation of such Damper; If there is no existing access to a Damper, then proper size access doors, as reasonably determined by Fire and Smoke Damper Inspection Contractor, will be installed to facilitate inspection; and Identify on building floor drawings the location of each Damper, along with placement by Fire and Smoke Damper Inspection Contractor of identification stickers on ceilings or other location to assist in locating such Dampers following inspection. Reasonable efforts are made to provide accessibility to Dampers. If a duct penetrating a fire/smoke wall is accessible, but has no access panel, cut and install an access panel and carry out damper inspection as far as possible. If the only access point is longer than an arm s reach away from the Damper, perform a visual inspection to the limit allowable. Look at the frame for signs of kinking or twisting. Look for rust or build-up of any kind that may keep the Damper from closing. Look for the obvious, such as wire or conduit running through the damper. If a Damper is inaccessible, the Damper will still be located, mapped on drawing, labeled at its physical location, and included in the Report. The contractor must comply with NFPA 105, NFPA 80, VHA requirements, and other applicable life safety and fire protection codes. Damper Repair / Replacement: Contractor to provide the following replacement and repair services with respect to tested/ inspected Dampers (collectively, Repair Services ): Determine the appropriate Actuator to replace the old defective actuator. The following items will be verified for the replacement actuator: Temperature: The replacement actuator shall operate at the rating of the original actuator. Torque: The replacement actuator shall have equal or greater torque than the failed actuator. Time: The replacement actuator shall drive open and spring closed at the same or faster speed than the original. Voltage: The Replacement actuator shall have the same voltage as the original. Amperage: The replacement actuator(s) shall not draw more amperage than the original(s) and cause the total amperage to rise above that which the electrical circuit breaker is designed to carry. Disconnect power to the old actuator. The old actuator will be removed and the damper will be cleaned. Open and close the blades of the Damper that is having the actuator replaced to ensure they are operational. Close the Damper and place Actuator on shaft in sprung closed direction. Mark holes and install anti-rotation strap; set anti-rotation strap with one screw and rotate out of way of U-slot in actuator. Close tight, and then insert anti-rotation stud and second screw. Test functions after installation of new actuator: Power Actuator to open the damper, take digital photograph of open damper. Cut power to actuator to close damper; take digital photograph of closed damper providing proof of operational actuator. Power Actuator to reopen damper; take digital photograph of open damper to provide proof of operational actuator. Dampers in need of complete replacement will be replaced with Dampers listed by Underwriters Laboratory as UL555 (Fire Dampers), UL555S (Smoke Dampers), UL555C (Ceiling Dampers). The North American Industry Classification Systems (NAICS) is 561210. Responses to this notice must be submitting in writing via email and must be received no later than April 20, 2018. No telephone inquiries will be accepted. The purpose of this notice is to gain knowledge of potential qualified sources for this procurement relative to NAICS 561210. Qualified offerors shall be experienced in addition to providers (sellers) capable of supporting this facility. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, and examples of similar facilities which you have provided services to DUNS number, address, and point of contact. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Responses to this notice must be submitted in writing (email or fax) and received no later than April 20, 2018 at 3:00PMEST. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.sam.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
