Description
Blue River Intake Tower H2S Remediation Initial Investigation A. Background: The Government seeks a contractor to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform HPU disassembly, inspection, and reassembly for the Blue River Intake Tower regulating outlet system. Inspection is required to determine the extent of damages (if any) as a result of H2S and H2SO4 discovered in the system. Contractor shall evaluate the existing condition of the hydraulic system components (HPU, piping and cylinders) to determine if the H2S has caused any significant damage. Shall completely remove existing contaminated hydraulic oil from the system and site and properly dispose of it using safety measures developed specifically for the H2S hazard. This is expected to require some dismantling of hydraulic piping, cylinders and HPU (hydraulic power unit) and cleaning and flushing the system with new oil to ensure all H2S is removed. Contractor shall reassemble the hydraulic system using new seals and filters and refill with new filtered hydraulic oil meeting required cleanliness requirements. B. Objectives: 1. To inspect the Blue River RO hydraulic system and determine the extent of the damage, if any, to the RO system as a result of the H2S and H2SO4. 2. Record inspection findings in a report and include recommendations for any applicable actions to repair if damages are found. 3. Minimize disassembly only to the extent needed to adequately determine the level of damage. 4. Replace the oil in the RO system. C. Schedule: Period of Performance: The period of performance shall be from contract award to September 1st, 2018. The Government anticipates a contract award not later than mid-June. D. Scope: Mandatory Items: 1. Drain, flush and fill with new oil on RO#2. This includes all the lines and valves that accompany the two cylinders of the RO. Install isolation valves on the cylinder lines to facilitate work both in performance of this contract and future maintenance by Government personnel. Fill and connect the temporary HPU to the RO#2 cylinders and test for operation. Connect the temporary HPU to the RO control panel. 2. Drain HPU and disassemble the accompanying valves, pumps, and other HPU components to evaluate the effect of the H2S on the interior of the system. Remove debris and films from disassembled parts. Create an inspection report documenting the findings of the inspection and include recommendations for repairing any damages. 3. Reassemble HPU system after inspection and upon approval from the Government. Install isolation valves on the cylinder lines to facilitate work. Eight (8) DMIC BVAH-0750S-2211 isolation valves shall be added to the cylinder lines as close as possible to the main HPU, not to exceed one (1) foot, to facilitate work both in performance of this contract and future maintenance by government personnel. 4. Replace the RO system oil with Petro Canada Environ MW oil. Clean and flush system. Oil cleanliness levels and water content shall meet ISO 4021 code filtered to 15/13/11 level. Do not refill system until gaining approval from Government to proceed. Perform operational test to confirm system operation and seal integrity. Cycle each gate to fully open and fully closed and inspect system for leakage. Address any leaks found. Optional Items: 1. Disassemble the lines and associated valves leading from the HPU to the #1 Hydraulic Cylinders (service and emergency) evaluate the effect of the H2S on the interior components and create a report to the government on the findings of the inspection. Reassemble system after inspection and upon approval from the Government. 2. Disassemble the #1 Hydraulic Cylinder to evaluate the effect of the H2S on the interior components and create a report to the government on the findings of the inspection. Reassemble system after inspection and upon approval from the Government. A formal solicitation is anticipated in May and will be attached to this preliminary announcement. In accordance with FAR 5.203 the solicitation will be publicized for a sufficient time to allow potential offerors a reasonable opportunity to respond.
