- This announcement constitutes a Sources Sought Notice. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. Saint Cloud VA Medical Center, 4801 8th Street, Saint Cloud, MN has a requirement for a Firm Fixed Price Service Contract to be performed at the VA Medical Center campus, Saint Cloud, MN. The purpose of this notice is to determine interest and capability of potentially qualified businesses in particular Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) 238220 Plumbing, Heating and Air Conditioning Contractors. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. General Information The Saint Cloud VA Medical Center is currently seeking a company that can locate and repair a leak in the circuit piping for a specific circuit in a Geothermal Well Field at the St. Cloud VA Health Care facility. Introduction and Scope of Work Contractor to provide all equipment, labor and repair materials required to locate and repair a leak in the circuit piping for a specific circuit in the Building 49 Geothermal Well Field. This circuit is currently separated from the remainder of the geothermal source water system as the valves connecting this circuit to the Supply and Return headers in the geothermal vault have been removed, and the flanges have been capped. Geothermal vault is a Permit Required Confined Space, acceptable entry procedures must be followed when entering the vault. Once the location of the leak has been determined (by use of industry standard methods) the contractor is to excavate the area to expose the damaged pipe and repair as needed. There is an existing irrigation system installed for the football field (which is the vicinity where the leak is expected to be). The location of the laterals and heads for this system will be located and marked by VA personnel. The contractor will be responsible for restoring any irrigation piping or sprinkler heads that are damaged or removed during the excavation process. The geothermal piping circuit is to be pressure tested to ensure that the repair has been successful. Repaired piping circuit is to be flushed and purged and filled with a glycol solution supplied by the government. Contractor to complete a final hydrostatic pressure test of the circuit following the requirements of ASTM F-2164. Upon successful completion of the pressure test the Contractor will remove the blind flanges from the circuit piping and the headers in the geothermal vault and reinstall valves. Air introduced into the piping system shall be bled out prior to bringing the system back on line again. Contractor is responsible for capturing all liquid that enters the geothermal vault. Recovered glycol will need to be pumped back into the headers upon completion of the work. Technicians from the St. Cloud VA Health Care System Refrigeration Shop will be available to assist with opening and closing valves associated with the geothermal source water system. These Technicians will assist such that contractor understands the proper sequence of the opening and closing of the header valves. This isolating of the geothermal vault, to install the header valves, will need to be completed during a time when it is acceptable to have all the circuits associated with the subject vault isolated from the source water distribution system. This system is the sole source of energy for cooling systems in several buildings on the campus. It is imperative that these systems remain in operation during these processes. After the excavation is filled in and properly compacted the contractor will be responsible for placing sod over the damaged area and restoring the turf to the condition prior to the excavation. The contractor will also be responsible for restoring any components of the irrigation system that was disturbed during the excavation/repair processes. The VA will be responsible for watering the sod after it is put in place.
