- The Department of Homeland Security (DHS), Science and Technology (S&T) Directorate, is modernizing its Long Range Broad Agency Announcement (LRBAA) processes and procedures with the goal of increasing its value and use-for both the Department and our industry and academic partners. Our goal for improving the LRBAA is driven by the need to get solutions into the hands of Homeland Security operators at a faster pace. Streamlining ideas and lessons learned were sought via S&T's engagement and outreach to industry, as well as other agency best practices. Our specific objectives have been to provide: 1. Flexible, modern, and transparent communication mechanisms that increases interaction with potential sources; 2. Streamlined, efficient, and faster processes; and 3. Simplified and easier to understand public announcement, inclusive of the established process flow, topic requirements, and terms and conditions Overview: The DHS S&T Directorate in conjunction with the DHS Chief Procurement Officer's Procurement Innovation Lab (PIL) will host a web-based LRBAA Industry Update on: Thursday, May 3, 2018 1:00-2:30 PM (Eastern) (This event will be conducted via Adobe Connect and requires access to a computer with speakers.) Industry Update highlights will include: • New processes and procedures for submitting research concepts and ideas • Modernized communications mechanisms and submission options • Reduced timeframes for a response and interest in research submissions • LRBAA Submission Portal features and navigation How to Participate: To attend the LRBAA Industry Update event on Thursday, May 3, 2018, you must register by sending the below information via email to: lrbaa.admin@hq.dhs.gov by April 27, 2018. A link to the LRBAA Industry Update event will be emailed to each registrant. • Name • Company or Academic Institution • Email Address Participation is limited to 300 attendees. DHS S&T requests that entities and educational institutions limit their registration to one attendee (or one attendee for each operational unit) and consolidate interested attendees at a single location. DHS S&T will record this event and provide a link through an update to this announcement. DHS S&T and the DHS Office of Procurement Operations will provide attendees with an overview of new processes and procedures that will be implemented in early June 2018. Attendees will receive information on new submission procedures, optional submission material, Program Manager engagement and reduced timeframes for submission. An overview of S&T's high priority research areas will be provided but specific LRBAA topics will not be discussed. Attendees will have the opportunity to submit questions in writing through the Adobe Connect platform. The facilitators will address as many questions as possible in the time allocated but is not obligated to respond in full to all of them. A consolidate list of questions and their answers will be provided in an update to this announcement. About the DHS S&T LRBAA: The LRBAA is S&T's standing, open invitation to the scientific and technical communities to fund pioneering research and development (R&D) projects in support of our nation's security. Its purpose is to advance scientific and technical knowledge for basic and applied research, and to apply such advances to the Department's operational environment and the Homeland Security Enterprise. The LRBAA seeks: • Scientific study and experimentation directed toward advancing state-of-the-art research; • Unique prototypes that require a proof of concept; and • Increasing knowledge and understanding rather than focusing on a specific system or hardware solution. The LRBAA awards basic and applied research vehicles, to include technology development and demonstration but does not pursue: • Technical, engineering, or other types of support services, inclusive of "contracting"-type services; and • Mature products; or the development of a specific system or hardware solution.
