- (11) A. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. Performance Work Statement (PWS) Grant/Proposal Training Class April 2018 C.1 BACKGROUND The Vehicle Technology Directorate (VTD) of the U.S. Army Research Laboratory (ARL) has a requirement for a Grant/Proposal Writing Training class. VTD is the principal U.S. Army organization responsible for the pursuit of mobility-related science and technologies leading to advanced capabilities and improved reliability for Army air and ground vehicles. C.2 OBJECTIVE The objective of this effort is to provide an on-site Grant/Proposal writing training class (maximum class size of 16) to VTD Scientists and Engineers. VTD Scientists' and Engineers' work will benefit greatly by knowing how to effectively write Grants/Proposals. C.3 REQUIREMENT C.3.1 The Contractor shall prepare a minimum three (3) day training class (maximum class size of 16) on Grant/Proposal writing, and shall conduct the training class at the VTD, Aberdeen Proving Ground (APG), Maryland. C.3.2 The training shall include the following: • Intensive grammar and style refreshers • Keys to writing persuasively • How to understand the Request for Proposal (RFP)/Program announcement • How to develop VTD's ideas • How to conduct research on funding agency and/or program • The do's and don'ts of proposal writing • How to find the appropriate level of detail for a concise, but informative project description • The appropriate language and styles to use in proposal writing • How to "project-manage" the proposal drafting in group or committee settings • The essential components of successful proposals • How to create effective proposal titles • How to perfect the abstract in a grant proposal • How to review peers' proposals • Strategies for revising proposals C.4 SECURITY REQUIREMENTS C.4.1 No foreign national employees of the Contractor shall be permitted to work on this contract or otherwise given access to government furnished information. C.4.2 The Contractor shall certify an employee's U.S. citizenship to the ARL Security Office at APG-AA prior to the performance of services at ARL's facilities. Certification shall be written using company letterhead and include the following information: C.4.2.1 Contract number and its period of performance. C.4.2.2 Name of individual, social security number, date of birth, place of birth, and citizenship. C.4.2.3 ARL point of contact and phone number. C.4.3 Contractor employees shall be required to show current state or federally issued picture identification to gain access to APG facilities. Contractor employees granted access to restricted APG facilities shall be issued restricted temporary area badges and are advised of the following procedures: C.4.3.1 Badges shall not be passed from one individual to another for entry into restricted areas. C.4.3.2 Badges shall be worn only in the restricted area and removed from sight upon exiting the area. C.4.3.3 Badges shall not be used as a means of identification outside of the restricted area. C.4.3.4 Badges shall be protected in such a manner as to preclude unauthorized access by another individual. C.4.3.5 Cameras are strictly prohibited in the restricted area, unless approved by the Contracting Officer and ARL APG Site Security Office Team Leader or other appropriate APG official. AR 25-2 "Information Assurance (IA)", 14 Nov 03 C.4.3.6 Upon completion of the training, the Contractor shall return the security badge(s) to the APG ARL Security Office. C.4.4 Access and general protection/security policy and procedures This standard language is for Contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes. C.4.5 The Contractor and all associated sub-contractors shall ensure that all local clearance procedures (i.e. return of ID badges etc. provided by the Technical Point of Contact (TPOC) as Government Furnished Information {GFI} at contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable) are followed for departing Contractor employees and sub-contractor employees. C.5 VEHICLES C.5.1 If required by installation procedures, Contractor personnel operating private vehicles on the Government installation shall register their vehicle with the installation security office. They shall present a valid operator's license and proof of insurance. Personnel shall follow all highway safety rules, such as obeying the speed limit, etc. All vehicles and personnel are subject to search and seizure of contraband or unauthorized Government property according to AR 190-13. C.6 TRAVEL, TRAINING, AND SUPPLIES C.6.1. Travel shall only be necessary during the course of the contract to conduct the work to be accomplished at APG facilities and shall be proposed on a Firm Fixed Price (FFP) basis. C.6.2 The Contractor shall not acquire training during the course of the contract work. C.6.3 The Contractor shall not have access to Government-controlled information systems. C.7 DISTRIBUTION STATEMENTS C.7.1 Determination of Contract Submission Documents: DISTRIBUTION A. Approved for public release; distribution is unlimited. (END) C. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the $11 M standard that accompanies NAICS code 611430. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.].
